Position Title: Program Associate 1, Clean Energy & Water

Location: Arlington, VA

Group: Clean Energy & Water (CEW)

Reports To: Senior Director Clean Energy & Water

Position Summary:

The Program Associate 1 will support Winrock’s Clean Energy & Water (CEW) group and assist in all aspects of program development, administration and implementation.  The PA1 will liaise with the New Business unit to track opportunities for CEW and will provide general project support to CEW with an emphasis on ensuring quality implementation on existing projects and focusing on both technical and operational aspects of implementation. The successful candidate will have excellent organizational skills as well as an ability to multitask.

Major Responsibilities:

  • Support CEW new business, maintain relevant Winrock databases and CEW proposal development information/tools

    • Establish New Business tracking cost codes

    • Track and report on spending across cost codes

    • Assist with annual New Business planning

    • Support CEW group reporting on institutional information and reporting requirements using TrackerPro, Snapshot, Annual BP, etc.

    • Support the monthly New Business statistics for reporting at staff meetings

    • Track and disseminate to CEW team New Business unit announcements, trainings and pertinent information, where relevant

    • Track scheduled New Business meetings and take minutes for follow on actions

    • Update home office tracker of New Business efforts by being a liaison with country representatives and home office managers

    • Coordinate quarterly meetings with field offices to review the New Business efforts and to track proposal development

    • Collect and file the CEW Business Development related information such as success stories, project brochures, press release and photos and assist with website updates

    • Assist with formatting and editing CV’s for proposals and assist with collecting personnel/partner information including: CVs, letters of support, 1420’s, salary and educational qualification verification while confirming rates and educational qualifications with HR

  • Coordinate and manage administrative support for the CEW Group

    • Provide support within CEW including tracking and reporting of program activities, maintaining project documents and ensuring all staff documents are on the shared drive (WinShare)

    • Prepare and submit materials for cost center requests and maintain program group files and databases

    • Handle accounting and administrative activities relating to expense reimbursements, advances and bill payments

    • Assist with tracking and reporting of program activities including time charges and deliverables

    • Review consultant and senior staff expense reports and receipts, check for accuracy, enter cost codes, log days worked ensuring days consultants have sufficient days remaining on consultant agreements, etc.

    • Handle travel arrangements for senior staff and consultants while ensuring compliance with donor and Winrock policies

    • Provide direct support to the Senior Director of CEW, including managing the Outlook calendar and the processing and submission of travel expense reports

    • Assist with the organization of meetings with staff and external participants (catering, set-up conference calls, handling meeting materials, and recording meeting minutes, as required)

Qualifications and Background:

Education: Bachelor’s Degree in field related to international development, international affairs, or other related field, Master’s degree preferred

Languages: Fluency in English required; fluency in at least one additional language such as French or Spanish would be an asset


  • 3 – 5 years of international development/non-profit experience required,

  • Experience supporting field-based program operations, in particular with administrative functions, is required

  • Experience in supporting successful business development efforts with diverse donors, including USG (USAID, DoL, DoA, etc.), private sector, foundations, and other independent donors is required

  • Experience supporting new business pipeline tracking, forecasting, and market analysis is required

  • Two years’ field-level implementation experience in developing countries is desirable


  • Ability to demonstrate the highest level of ethical standards at all times

  • Strong understanding of international development, including strong cross-cultural skills and international experience

  • Strong organizational skills and attention to detail required

  • Ability to conduct research analysis and coordinate administrative documentation

  • Demonstrated skills in project planning, budgeting and financial analysis/management

  • Excellent communication, writing, editing, and proof-reading skills

  • Ability to juggle multiple demands, manage shifting priorities, and meet tight deadlines

  • Administrative skills and good knowledge of computer applications (MS Word, Excel, PowerPoint, SharePoint)

  • Ability to work as part of a team and independently as needed with little direction or supervision and have the ability to quickly analyze and resolve specific problems and meet deadlines

  • Must be a team player with good interpersonal skills
