Timor-Leste nationals: Consultant for Drainage Systems Assessment of UN Compound UNDP (Common Premises Unit)

Background

The existing drainage system in the UN Compound is found to be non-efficient in draining out water and wastes from the compound, especially when there is heavy rainfall. Due to La Nina effect, the rainfall this year and in the coming year are expected to be more than usual and thus causing flood. The poor drainage system causes water stagnancy inside the compound and thus causing damages to the building and to other assets and properties. The recent flashflood caused by heavy rainfall in April 2021 is a stark example of such damages. Therefore, improvement of the drainage system needs immediate attention and needful rework.

Duties and Responsibilities

OBJECTIVE OF THE ASSIGNMENT

The objective of the assignment is for the consultant to develop a recommendation and detailed design proposal of the Drainage problems and thereby reducing the impacts of the flooding in the UN Compound.

SCOPE OF WORK

To formulate the long-term solution for the Drainage management problems at the UN Timor-Leste compound in Caicoli Street to reduce adverse effects of heavy rainwater which will have flood impact at the UN compound. The Drainage Systems Consultant will work under the supervision of the Common Premise Manager and Operations Management Team (OMT) and perform the following tasks:

Deliverable/Task 1:

  • Conduct a site reconnaissance of the entire compound and environs, stakeholder meetings and consultation to identify existing issues, frequency or occurrence and the magnitude of the problems associated with recurring floods
  • Gather and review all available data to facilitate proper engineering analysis and design such as flood hazard mapping, surveys and determine the extent of physical assets and buildings that are affected
  • Where necessary undertake topographic surveys of the compound and surroundings to conduct the hydrological analyses and hydraulic assessments
  • Find and analyze any associated risks and challenges that may face on the implementation
  • Prepare and present the preliminary findings to UNCT for feedback and inputs

Deliverable/Task 2

  • Based on the findings and considering the feedback from the meeting with stakeholders, prepare and present the preliminary/conceptual designs and options for review and feedback
  • Where possible adopt sustainable engineering designs and solutions utilizing methods such as bioengineering solutions, infiltration trenches, gabion structures, reinforced concrete structures and geotextiles in the preliminary designs

Deliverable/Task 3

  • Prepare and submit the final designs incorporating the feedback and recommendations received from the stakeholders’ consultations/meetings
  • Prepare and submit all the technical documents and reports that include the design drawings, BOQ/engineer’s estimates, implementation plan for the proposed drainage system and the procurement strategy for the proposed works.
    • Review project site of UN Compound (Area of UN Compound – 3.369 hectares or 33,690 square meters).
    • Assess the feasibility for the integrated system particularly the Environmental sanitation tools.
    • Conduct 1 briefing session with the OMT on the findings

INSTITUTIONAL ARRANGEMENTS

The consultant will work under Common Premises and Technical team of Drainage system. He/she will have close work with a team from Ministry of Public works to have deeply analysis on the UN drainage system structure and public drainage structure in order to have a better solution for future plan on the implementation of the refurbishment of the UN drainage system.

The consultant should use his/her own computer/laptop for the assignment, the office will provide access to internet to facilitate communication. Other logistical costs (local transport, communication, etc. must be included as part of the financial proposal of the consultant). 

DURATION OF ASSIGNMENT

The assignment will be for maximum 75 working days over the period of 3.5 months between October 2021 to Feb 2022.

Required Skills and Experience

Education:

  • University degree or A Bachelor or higher-level degree in civil engineering, environmental engineering, or public health engineering.

Professional Experience:

  • A minimum of 5-8 years’ experience in: A. Planning, designing and construction of centralized and decentralized systems, sewerage, Environmental sanitation tools, pumping systems, sludge and effluent management, etc.
  • Experience in similar projects working as Drainage Engineer.
  • Experience in the donor funded projects of Water will be an added advantage. 6. Knowledge of climate change impacts and resilience strategies.

Language Requirements:

  • Fluently in spoken and written English and Tetum.

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Lump Sum Amount

The financial proposal must be expressed in the form of a lump sum all-inclusive cost linked to deliverables specified in ToR Section, supported by a breakdown of costs as per the template provided. 

Schedule of payments

Per deliverable/s upon submission of its completion deliverables report and accepted by UNDP, each deliverable as per the timeline mentioned in section C (expected outputs and deliverables).

Recommended Presentation of Offer

Individual consultants interested in the assignment must submit the following documents to demonstrate their qualification in one single PDF document:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (the template to be downloaded from the procurement notice link).
  2. Personal CV or P11 indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (2) professional references (to be downloaded from the procurement notice link).
  3. Financial Proposal: that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (the template to be downloaded from the procurement notice link).
  4. Technical Proposal:
    1. Brief description of why the individual considers him/herself as the most suitable for the assignment;
    2. A methodology, on how they will approach and complete the assignment and work plan as indicated above.

Evaluation Method and Criteria:

Individual consultant will be evaluated based on the following methodology:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Evaluation (70%)

Qualification, Experience and Technical Proposal (70 marks):

  1. General Qualification (15 marks);
  2. Experience relevant to the assignment (35 marks);
  3. Technical Proposal: Brief methodology and workplan on how the consultant will approach and complete the work (20 marks).

Financial Evaluation (30%):

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
