Job Purpose

Oxfam is seeking an experienced and motivated person to fill the position of Deputy WASH Programme Manager, to lead on the WASH together with the WASH Programme Manager the WASH Programme in Jordan.

In Za’atari camp, two projects are implemented. Community Engagement focusing on Hygiene Promotion and community ownership of the existing WASH infrastructure. The second project is part of a larger Solid Waste Management (SWM) initiative which objective is to provide Syrian men and women with access to short term resilience opportunities, primarily through Solid Waste Collection and Recycling related activities, and to minimize the environmental impact in all 12 districts of Za’atari camp.

In host communities, the SMW initiative has an overall objective to strengthen municipal solid waste management (SWM) services through collecting recyclable materials from the Municipal Solid Waste stream while using cash for work modality to empower vulnerable women and youth and raise public awareness in targeted areas in vulnerable host communities in line with the Government of Jordan’s relevant national plans.

Our role will require a range of skills and experience.

Essential

 Education:

  • Degree from a recognized university or equivalent experience

Experience:

  • At least 5 years of practical experience in a local or international NGO or another agency in the humanitarian sector.
  • Understanding and knowledge of humanitarian and development programmes.
  • Experience with multiyear, multimillion, international donor funded projects.
  • Experience in Water, Sanitation and Hygiene projects.
  • Experience in Cash for Work modality in camps and/or municipalities.
  • Experience of establishing and managing large teams regardless of nationality, ethnicity, gender, or age with a focus on encouraging self-reflection and non-judgement.
  • Strong budget management experience and ensuring strict compliance, including developing and monitoring budgets, forecasts, and creation of bill of quantities.
  • Excellent planning and problem-solving skills with a focus on creative thinking and negotiation, diplomacy and representation skills with all project stakeholders
  • Ability to work well under pressure to multiple demands, responding to changing needs, without losing sight of the strategic objectives
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Excellent knowledge on power dynamics and gender sensitivity.
  • Excellent written and spoken communication skills in English
  • Excellent knowledge of Excel and the ability to create new templates and format for reporting and data collection.
  • Commitment to the aims and objectives of Oxfam, including commitment to humanitarian principles and action Oxfam’s equal opportunity and gender policies.

Desirable

Education

  • Post-graduate qualification in a relevant subject

Experience:

  • Knowledge of the WASH Sector in Jordan.
  • Experience in project implementation in Jordan, with a focus on Zaatari and/or Mafraq.
  • Knowledge and experience of Solid Waste management in Jordan and recycling value chain.
  • Experience in CFW modality following the Sector CFW Standard Operating Procedure (SOP).
  • Experience with digitalization and centralization of work processes and information flow.
  • Experience with different procurement processes and requirements.
  • Ability to manage and monitor staff leaves and rosters in efficient and productive way.
  • Experience in community engagement or behavior change.
  • Experience of establishing and developing partnerships with civil society actors.
  • Experience in the inclusion of people living with disabilities and other vulnerable groups

Contract Length: 1-year contract, renewable.
