The Global Water Partnership is funded by bilateral and multilateral contributions, as well as by contributions from foundations and other partners, both financial and in-kind.  GWP’s Partnership and Resource Mobilisation strategies are thus strongly intertwined. GWP’s current strategy includes new approaches to engaging its partners and diversifying its partner base. 

PURPOSE OF THE POSITION

The Partnerships and Resource Mobilisation Specialist is a part of the Global Development unit, which reports directly to the GWP Executive Secretary Office. The Global Development unit serves as the lead unit, in close collaboration with the Executive Secretary and the Strategy and Global Processes Coordinator, in the overall effort to mobilise and sustain growth in the funding base of GWP, through targeted strategies and sustained relationships with existing and potential donors, including maintain a GWP-wide systemic coordination function for the management of donor and partner relationships. The unit will facilitate and direct the functioning of the donor partnership element of GWP globally, and provide strategic, policy, and, where possible, operational support across GWP in resource mobilisation efforts (training, information, advice, donor intelligence, tools and procedures, proposal support), thereby promoting a learning culture for resource mobilisation.

In short, the Global Development unit is responsible for (i) global partner and donor strategy development and implementation for a diversified financial menu; (ii) partnership and programme/initiative development, relationship management, and community building; (iii) global advocacy and outreach to influence agendas and mobilize financial resources; and (iv) strategic coordination of GWP-wide aligned resource mobilisation efforts, in close collaboration with all global units and Regional Water Partnerships.

The seniority of the position and its salary grade may vary depending on the experience and background of the candidate.

MAIN RESPONSIBILITIES AND TASKS

Development and implementation of Resource Mobilisation strategy

  • Coordinate and support an organizational process on mapping, researching, prospecting and securing new funding prospects. Enable the effective and strategic utilisation of data and trends to identify emerging opportunities and risks
  • Support the implementation of GWP’s resource mobilisation strategy, initiatives, and activities to increase growth in financial resources, increase organisational capacity, and ensure a predictable funding base and a diversified financial menu
  • Engage in relationship management with new and existing donors and partners to advance GWPs mission/mandate
  • Contribute to a close coordination and synergetic collaboration between the Network Operations and Resource Mobilisation teams to ensure integrated programme development aligned with opportunities and donor priorities and interests
  • Contribute to GWP’s proposal development workflow, including contributing to the content, packaging, and pitching of specific project and programme proposals
  • Support other strategic initiatives as needed

Building partnerships and external relations

  • Support and/or develop/lead (where appropriate) strategic initiatives to create internal and external synergies aimed at enhancing the visibility of GWP in line with the annual Global Engagement Plan, in close collaboration with the Strategy and Global Processes Coordinator
  • Maintain and/or develop and manage partnerships to influence agendas, build demand, and mobilize financial commitments, institutional collaboration, and impact
  • Support work to build and reinforce synergistic linkages with external resources partners, notably with governments, bodies such as EU, EC, media leaders, corporate leaders, foundations, and other influential opinion shapers
  • Support the representation of GWP across different types of fora and in contexts, in a way that positions the organization as a leader in water governance and sustainable development
  • Work with the Communications team in guiding the development of event-specific, integrated strategies to advance GWP’s advocacy and visibility for international conferences, meetings, launches of reports, etc.

Operational management

  • Provide intellectual leadership and technical guidance and take timely decisions to meet objectives and deliver for impact
  • Promote teamwork to ensure harmonisation, linkages, collaboration, and synergies, and ensure that team members and donor owners are provided sufficient information, guidance and support to perform and deliver results
  • Support the Global Development team to identify and analyse relevant information on global affairs, development trends, and donors/partner priorities, and to turn this into actionable support for the implementation of the PRM strategy.
  • Support and/or lead on programmatic/administrative tasks necessary for the functioning of the Global Development Unit, including planning, preparation of budgets, reporting on budget and programme performance, data infrastructure support, etc.

QUALIFICATIONS AND EXPERIENCE

  • Exceptional competencies in writing, communication, and facilitation
  • Advanced university degree (masters or equivalent) in international affairs, communications, business, environmental studies, or a related field
  • At least 7 years of relevant experience in the broader sector of resource mobilisation and partnership strategy in CSOs or interational institutions in the context of sustainable development. Knowledge of global water and climate resilience-related processes and of the water sector more generally is strongly preferred, but not required
  • Proven access to a global network of donors and partners and leverage to build new networks and mobilize financing, short and long-term
  • Demonstrated experience in developing partnerships for resource mobilisation, with proven track record in securing resources for projects and programmes
  • Demonstrated experience with programme design and proposal development aligned with donor priorities, strategies and interests
  • Strong ability to work efficiently and effectively in a multicultural context and with team members in various locations and from multiple organisations
  • Strong ability to describe technical, policy or programmatic issues in an intuitively understandable way; ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders from multiple sectors
  • Multilingual proficiency is preferred, such as French, Spanish and/or Arabic
