Chemonics International, an international development consulting firm based in Washington DC, is seeking qualified candidates for an anticipated project on local governance of the water sector in Mali, funded by the U.S. Agency for International Development  “USAID”.   This activity will aim to improve the governance of rural water infrastructure in order for rural Malian communities to construct, maintain and sustainably manage safe and reliable water sources in order to increase the availability and use of safe drinking water and water for agriculture.  

Chemonics is looking for candidates with expertise in the following technical areas:   

  • Mapping of hydrological systems, including identification and analysis of water sources,  water needs, and key actors 
  • Agricultural, domestic, and/or industrial water management  
  • Water modelling  
  • Governance of the water sector at local and/or national level 
  • Rights relating to access to water, protection of water resources, and/or shared management of water distribution by national, regional, and local government  
  • Data collection and analysis as part of monitoring and evaluation; good knowledge of database management is desirable 
  • Community and partner engagement practices, particularly women, youth, and other under-represented groups 
  • Capacity building of civil society organizations, local governments, and service providers 
  • Community awareness, particularly in the field of water or governance 

General Qualifications:  

  • A master’s degree in an appropriate field 
  • At least 5 years of appropriate experience 
  • Proven experience in one of the above-mentioned technical fields  
  • Experience with donors or international organizations, and preferably with USAID 
  • Experience in project management is an added asset 
  • Solid oral and written communication in French; Fluent English is desirable; fluency in a local language is an additional asset  
  • Availability to travel to rural areas, security conditions permitting 
  • The desire to work with an international team in a dynamic environment
