Responsibilities

  • Plans and coordinates projects involving the analysis and evaluation of stream flow and transport of sediment or pollutants in stream channels.
  • Serves as the point of contact on all hydrologic and water resources issues.
  • Engages in negotiations for agreements for the use of federally owned water resources and recommends actions to the district manager to assure availability of water needed for BLM management responsibilities.
  • Provides support to other programs for water developments on public land.
  • Meets with other BLM personnel, state and local government officials, other federal agency personnel, tribal councils, State Office officials and members of the general public to discuss hydrological issues.

Travel Required: 25% or less – Travel may be required for training, meetings, site visits and to the field.

Qualifications

GS-11- In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Collecting and analyzing hydrologic or geomorphic data; installing and maintaining field equipment for hydrologic data collection; compiling and analyzing time series data from multiple sources to prepare reports related to land and resource management; assessing the condition of natural resources and preparing reports on resource condition and recommendations for reclamation or restoration; evaluating hydrologic aspects of proposals for development of natural resources and devising appropriate mitigation measures; planning and conducting stream or wetland restoration projects.

Education: Have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in hydrology or water resource management or related degree to Hydrology.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands:
Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. Field assignments may also involve operating small watercraft, driving motor vehicles to work sites, some of which may be remote, and include overnight stays in remote locations.

Work Environment:
Field site visits are typically performed in an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features subject to noise, fumes, and moving machinery.

Education

This position has a positive education requirement which requires that you have a degree in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics.

Combination of education and experience – course work as shown in above, plus appropriate experience or additional education. Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems.
