Water.org-India has established partnerships with a broad range of financial institutions and WSS service providers and is now providing technical support in the areas of product development, training, marketing educates borrowers for WASH financing, including development of IEC materials for implementation partners. Water.org’s program in India through partner organisations provides safe drinking water and adequate sanitation facilities to people in need living in rural and urban Indian communities in 23 states of India viz. Andhra Pradesh, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Uttar Pradesh, Bihar, Chhattisgarh, Orissa, West Bengal, Assam, Tamil Nadu, Jharkhand, Kerala, Delhi, Gujarat, Himachal Pradesh, Uttarakhand, Haryana, Punjab, Tripura, Telangana and Pondicherry.

Project background:

WaterAid and Water.org will work together to convey and implement affordable financing as a solution for WSS access with government agencies, local Government (Panchayat), and communities in Andhra Pradesh, Karnataka & Uttar Pradesh. The project entails that financing is included as a solution to address access to WSS for households. Further, the collaboration with WaterAid aims to increase the pool of well-trained plumbers to meet the demand for plumbing and piping in response to the JJM – to provide functional water tap connection to every rural household by 2024. The project’s goal is to improve access and availability of affordable WSS products and develop a revenue model for the individual and community through implementing partners.

The objectives of the program are as follows:

To understand the WASH supply chains to meet water and sanitation facilities requirements through finance options
Create awareness about alternative finance schemes to Households for their WASH needs (through government, SHG channels, MFI and JLG model etc.)
Identify and prioritise potential revenue models for WASH supply chain enterprises in stakeholder consultations with finance options
Inclusion of revenue models focused on WSS financing in Village Action Plans
To generate awareness and facilitate scale-up of WASH business models through state and national level schemes
The project will advocate financing for household WASH facilities from SHG contributions as per JJM Guidelines
The work will happen with three community-based NGOs and All three have years of experience on the field in rural and urban settings and have either set up or have strengthened Self Help Groups, Farmer Producer organizations and have engaged with government and private financial intermediaries to bring about economic development for the disadvantaged communities they represent and work with.

JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Sr. Manager, Banking Partnerships, India, the State Project Coordinator shall be responsible for implementing Water.org’s Financing for people in need program in Andhra Pradesh and Karnataka, working closely with various internal, government and private stakeholders with the support of WaterAid India and implementing partners team.

Key Responsibilities:

Work within a global team environment to implement water and sanitation financing programs in Andhra Pradesh and Karnataka. Oversee planning, coordination, reporting, implementation and monitoring of the program in both state;
Coordinate and support field implementation of the program with WaterAid India team and implementing partners
Support training team and Provide trainings on continuous basis to multiple stakeholders specially implementing partner on WASH financing
Ensure implementation of WASH financing program for community and household level
Conduct field visits across the project districts in 2 states extensively, provide support to the ground implementation team by and to participate in the meetings to identify the gaps, provide inputs / feedback and suggest course correction, as necessary.
Work with government, non-profits, multi-laterals, and various internal stakeholders, to ensure project goals and deliverables are well designed and documented.
Ensure programs are well executed against specific grants and objectives. Prepare periodic programmatic work plans and project budgets, in line with donor and mission conventions.
Continuously monitor and supervise program activities, oversee technical design, execution, and evaluation of progress, through outputs and impacts, using both quantitative and qualitative data.
Support and contribute to communications with staff, regarding program deadlines, training objectives and monitoring/evaluation activities. Provide leadership and guidance to field staff on the direction and implementation of projects.
Liaise with state, district and block administration and other line departments, local government, and NGOs, to enhance their participation and collaboration.
Assess training needs and ensure successful execution of objective-based adult learning programs, as needed
Manage training teams; ensure adherence to training calendars and coordinate with trainers on day-to-day basis for monitoring purposes

  1. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:

Applicants must possess a post-graduate, or equivalent, from a reputed, globally recognized institute. Specialization in Project Management, Finance, Water and Sanitation or Rural Management, Training and development will be an advantage.

Experience:
Minimum seven years’ experience in managing multi-state projects, preferably on water, sanitation, and hygiene with combination of knowledge of microfinance
Applicants with strong corporate experience of managing complex rural projects, would also be considered.
Experience in team management, working with multiple stakeholders and cross functioning teams.
Experience in working with government/Grass-root NGOs/WASH Financing programs would be given priority
Skills:
Demonstrated leadership in managing multi-year projects, supported by government, bilateral or multilateral agencies.
Strong analytical and presentation skills.
Excellent communication skills with demonstrated ability to communicate in English, Telugu, Kannada is MUST and Hindi as preferable.
Strong stakeholder management skills, with the ability to work with various program leaders to bring about clear objectives, and cohesive action plans.
Strong interpersonal skills, including ability to work well with those from various backgrounds and cultures.
Demonstrated ability to lead and manage a team of individuals with diverse expertise.
Demonstrated ability to plan, conceptualize and deliver effective programs

Travel Requirement: Involves intensive domestic travel within the districts and intra districts / states as needed. Travel will commence as is advisable given business needs and safety considerations as determined by organizational guidelines.

The gross consultancy fees budgeted for the position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
