BACKGROUND 
Global Water Partnership (GWP) is a multi-stakeholder platform supported by a global secretariat that was established as an intergovernmental organization to support countries around the world in their efforts to implement a more equitable and sustainable management of their water resources. The GWP network spans 13 regions with more than 3,000 institutional Partners in 180+ countries. The global secretariat is hosted by the GWP Organisation (GWPO) located in Stockholm, Sweden. SCOPE OF THIS POSITION

Reporting to the Chief Financial and Administration Officer (CFAO), the Legal and Governance Specialist shall offer counsel on all governance and legal issues of the organisation, including but not limited to the development and implementation of strategies and policies within governance and legal areas, review and draft contracts, memorandums of understanding, and partnership agreements;  and acting as a guardian of the organisation by ensuring compliance, safeguarding, and minimal risk exposure.

Additionally, the Legal and Governance Specialist will be expected to provide support to GWP’s various governance bodies, including the Global Steering Committee, the Nomination Committee, the Network Partners, and the Sponsoring Partners Group. The Legal and Governance Specialist will also interface with our Regional Water Partnerships and Country Water Partnerships on legal and governance issues when so is required by the Executive Secretary or mandated by the nature of the programmatic or core work of the organization.  

SPECIFIC DUTIES

Governance, Risk & Compliance

  • Provide expert advice to all GWP governance bodies and other committees on governance and legal issues, to ensure proper and effective governance and fiduciary oversight of GWP Network and GWPO.
  • Assume responsibility and manage the drafting, reviewing, and commenting on revisions of any governance documents in line with the GWP Strategy and initiate reviews which reflect external and internal challenges for the organisation in order to ensure an efficient oversight and fiduciary control to the highest standards.
  • Support with minute-taking at the meetings of the GWP Global Steering Committee, and the Sponsoring Partners, and act as Secretary for the Human Resources Subcommittee and Nomination Committee.
  • Provide strategic and expert advice and support to the GWPO Executive Secretary, and Management Team issues in relation to GWP’s internal legal regulations and procedures, human resources and organisational aspects and participate effectively in all aspects of the work of the Management team to ensure a productive and transparent work environment.
  • Lead governance and legally related projects within the GWPO Secretariat.
  • Advise, support, and manage the GWPO´s risk management committee and support management in risk management duties and responsibilities.
  • Advise on establishment and preservation of GWPO intellectual property rights.
  • Participate at specific GWP events in relation to increasing knowledge of governance, compliance and safeguarding issues within GWP, and jointly with the HR team, carry investigations arising from these matters both at the GWPO level and at the Regional and Country Level, maintaining a register that allows for reporting and follow up on these matters.

Legal & Policy Advisory

  • Strategically develop and advise action on the implementation of GWPO’s operational policies and guidelines, as well as contracts and agreements with third parties and other legal documents needed by GWPO and other components of GWP. Draft, review and comment on revisions of such documents.
  • Develop, support, and advise GWPO in relation to legal and fiduciary oversight relating to the Regional/Country Water Partnerships and GWP Partners.  
  • Guide and support GWPO in procurement processes, ensuring that applicable procurement regulations are of the highest standard and implemented throughout the organisation. 
  • Participate and advise on assessments of Regional and/or Country Water Paurtnerships.
  • Offer support, and potentially lead, in the RWP & CWPs Accreditation processes including capacity building as well as updating the procedures, policies accordingly.
  • Other functions as may be assigned by the Chief Financial and Administration Officer from time to time.

QUALIFICATIONS AND EXPERIENCE

  • University degree in law with a specialisation or master’s in international or business law.
  • Minimum 5 years’ legal experience in matters related to international public law, contracts and commercial law, corporate law, and employment law, international case law, as well as in negotiating complex agreements.  
  • Being admitted to practice law in at least one jurisdiction.
  • At least 3 years of work experience in the legal department of a large multinational, international non-profit organization, development agency, international organization, government agency, or a recognized international law firm, dealing with legal issues, preferably in combination with risk management and compliance.
  • Experience and knowledge of administrative jurisprudence in an international organisation is preferred.
  • Experience working within Partnership set-ups that included advisory or statutory bodies.
  • Excellent policy capability, as well as strong problem-solving skills, supported by sound practical judgement as well as ability to explain complex legal issues.
  • Analytical mind with highly developed attention to detail and a passion for good planning and smooth execution of activities involving several others.
  • Excellent interpersonal skills with high degree of integrity.
  • Excellent oral and written communication skills in English and good drafting skills.

Note: While subject matter expertise in issues related to water and climate is certainly welcomed, this position is of similar profile of that of an in-house legal counsel. Therefore, the main purpose and scope is contracts, negotiation, governance, compliance, and general legal advice.

  • Language: Excellent command of written and spoken English. Languages other than English – particularly French, Spanish, Chinese, Russian, Arabic – can be helpful but not required. Swedish language skills are an advantage but not required.
  • Personal: A sense of humor. Love for nature, its beauty, and its resources. Willingness to ‘get the job done’ with a positive attitude to take on a wide range of tasks. Available for travel.
