Objective and Purpose of the Assignment

ADB is supporting the State Government of Uttarakhand to prepare the Jamrani Multipurpose Project that
will (i) construct a 130-meter-high roller compacter concrete (RCC) dam across the Gola River, about 10
kilometers upstream of Haldwani, Uttarakhand, (ii) construct a 14-megawatt (MW) hydropower plant at the
toe of the dam, (iii) construct a drinking water supply system for Haldwani, and (iv) modernize an
existing irrigation system in Uttarakhand. The project benefits will include (i) provision of 117
million liters per day (MLD) of raw drinking water for Haldwani, (ii) increase water availability for
150,027 hectares (ha) cultivable command area (CCA) which includes 32,556 ha in Uttarakhand and 117,471
ha in Uttar Pradesh, and generation of 14MW of hydropower. The project feasibility study was completed
by the state of Uttarakhand and statutory clearances obtained at both state and central government
level. The project’s executing agency is the Uttarakhand Irrigation Department (UID), under which a
project implementation unit (PIU) has been established for delivering this project. The state government
has prepared a detailed project report (DPR) for the dam project along with site investigations and
preliminary design of the diversion structures and dam structures.

For the dam component, a panel of experts (POE) will be established for undertaking independent safety
review of the new dam. The objective of the POE is to provide an independent review of the
investigation, design and construction of the dam, and the start of operations and to recommend on the
required actions to ensure the safety of the dam and associated facilities to acceptable standards as
per ADB’s, World Bank’s, and Government of India’s requirements. The POE will provide due consideration
to the administrative procedure/guidelines of the Government of India, ADB, and the World Bank’s
safeguard policy OP4.37.

Scope of Work

The expert will be among a panel of experts (POE) that ADB will recruit to assist the state government
with finalizing the design of the dam and preparing the bid documents for construction of the dam.
Initially, this assignment will focus only on the investigation and design activities for the proposed
dam. The POE will undertake periodic, comprehensive, and independent reviews with the objective of
evaluating features and actions pertaining to engineering and dam safety and providing recommendations
to the PIU and ADB of actions that may be needed to design and construct the dam and appurtenances to
acceptable safety standards. The POE will review the tender documents for the dam, including the final
Reference Design, Employer’s Requirements, and technical specifications (for procurement via an EPC
route) before tendering commences. The POE may also provide advice to the bid evaluation committee.

A Geologist / Geotechnical Specialist with significant experience in the design and construction
supervision of concrete gravity dams (conventionally vibrated and/or RCC). In particular, the review
will include borrow area material selection, design and construction quality control manuals,
ground/foundation treatment including cutoffs and grouting, slope stability, seepage analysis,
geotechnical and seismic instrumentation. The review will also include geotechnical investigation and
treatment works of the foundation of the dam and associated structures, slope stabilization of the
abutments of dam and reservoir areas.

The overall scope of work of the POE is provided in the attachment.

Detailed Tasks and/or Expected Output

While the POE will review and evaluate mainly technical elements of the dam designs, they shall not be
concerned with the project scope, general features or economic characteristics. The specific elements to
be reviewed and evaluated by the POE shall include but not be limited to the following:

Tender Preparation Phase
(i) Review the Detailed Project Report (DPR) and all other available information (site investigations,
etc.). Highlight gaps in information and identify any possible issues that will require addressing to
ensure the design of the dam, its appurtenance’s, and the reservoir’s design meets with international
best practices.
(ii) Assist the PIU and ADB project team by making recommendations on additional studies, design changes
and design development required to finalize the Reference Design and bidding documents. Prepare
individual advisory notes to guide/inform the additional studies and design changes.
(iii) Review site exploration data for the foundation and for material sources including results of
drilling or boring, laboratory testing, in-situ tests and regional and local geological characteristics;
(iv) Review the Reference Design of the foundation treatment, proposed excavation, selected foundation
strength parameters and seepage control measures;
(v) Review the strength parameters and characteristics of the selected construction materials including
fill, filters, riprap, etc. as well as their laboratory test results and placement /compaction
requirements;
(vi) Review the selected aggregate source, cement type, and material characteristic for conventionally
vibrated concrete and roller compacted concrete structures including results of durability, gradation
and reactivity tests, trial mix designs, strength design parameters, and construction requirements;
(vii) Review upstream conditions in regard to formation of reservoir landslide dams if any and handling
of floods caused by the collapse of such natural dams;
(viii) Review the reservoir related factors, such as reservoir rim slope stability, potential seepage
etc. as well as countermeasures if needed;
(ix) Review the risk and hazard evaluations including need for dam breach analysis and inundation study
as part of the Emergency Preparedness Plan;
(x) Review the Reference Design for dam instrumentation and the program for collecting, evaluation and
maintaining data to be obtained as well as preliminary operation and maintenance plan; and
(xi) Review the final Reference Design and specifications for design adequacy, construction, scheduling
as well as the owner’s quality control procedures and construction supervision plan.

Minimum Qualification Requirements

The Geologist/Geotechnical Specialist shall have as a minimum a Master’s degree or equivalent in geology
or engineering with at least 20 years of experience planning, executing and reviewing site
investigations for dams and reservoirs. Expertise in assessing foundation conditions and recommending
practical solutions for treatment works including curtain and consolidation grouting is required as is
expertise in assessing geological conditions of abutment and reservoir rim and required safety measures.
Expertise in dam instrumentation and dam safety assessments is required. Ideally the specialist will
have work experience with ADB or the World Bank and/or participation in a Panel of Experts.

POE Criteria for Selection
• Expertise in planning, executing and reviewing site investigations for dams and reservoirs including
material sources and processing.
• Expertise in assessing foundation conditions and recommending practical solutions for treatment works
including curtain and consolidation grouting, and drainage system.
• Expertise in assessing geological conditions of abutment and reservoir rim and required safety
measures.
• Expertise in dam instrumentation and dam safety assessments.
