USAID Transform WASH is a six-year activity awaMarrded to PSI and Consortium partners SNV, IRC and Plan International (‘the Consortium’) to test and develop market-based models that will increase demand for and supply of quality, affordable WASH products and services. Through development and testing of scalable and replicable business models, the activity supports and increases capacity of the Government of Ethiopia’s (GoE) One WASH National Program (OWNP) to increase use of improved WASH products and services.
Job Description
The purpose of the assignment is to consolidate a comprehensive training module that can provide guidance for entrepreneurs to engage and thrive in WASH related business. The training facilitators guide is intended to support BDS providers like TVET provide a tailored training in a, clear and participatory manner for entrepreneurs engaged in WASH business.
The training modules will serve as a guide for local government in providing business and market development support for new organized or existing WASH enterprises.
The training facilitators guide will be included in the curriculum of TVETs and/or BDS providers business and market trainings and formal business education programs.
Qualifications
1. Consulting Team Composition & Qualification
The Assignment will be undertaken by an international consulting firm with sound experience in conducting similar assignments in developing countries, preferably in Africa/ Ethiopia. The firm should have a team consists of multidisciplinary international and national consultants with the following key qualification and field of expertise:
Qualifications required for this consultancy assignments:
1. Lead Consultant
- Team Leader with a master’s degree in marketing, business, or economics and a minimum of 15 years’ experience in market development and relevant experience in developing countries with proven experience in training manual development. Effective Operational Proficiency in English (oral and written) is a pre-requisite for this assignment.
2. National consultants (Ethiopians)
- Master’s in public health with an environmental health background and a minimum of 10 years of relevant WASH sector experience
- Curriculum development professional with a minimum of 10 years of experience in curriculum development
Work experience required for this consultancy assignment include:
- Previous experience in developing training manuals and facilitator guides and applying adult learning methodologies
- Experience in community mobilization and market development
- Experience in business design and management
- Experience in the WASH sector, particularly sanitation, is an advantage.
- Excellent and proven writing skills
- Excellent organizational and communication skills, ability to coordinate with various entities
- Experience in and knowledge of the rural sanitation and hygiene sub-sector in Ethiopia.
- Experience in Entrepreneurship
- Global experience marketing, business development and management is an asset
Technical Competencies required for this consultancy assignment include:
- Knowledge of Water, Sanitation and Hygiene areas
- Technical Knowledge of the theories, principles, and methods in the following areas: One WASH National program, country hygiene and sanitation strategy, WASH monitoring and evaluation, market-based sanitation approaches, water supply and sanitation technologies, sanitation market actors in Ethiopia, latrine technology options, manual and community-based water supply and sanitation.
- Water supply system and sanitation technologies with a focus on low-cost WASH products and services.

Both the technical and financial proposals should be in a separate sealed and stamped envelope by writing the name of the specific assignment.
2% withholding tax will be deducted from the consultant fees at the source and will be paid by SNV – Ethiopia, assuming a TIN number and license can be provided, otherwise 30% withholding tax will be deducted.
