Who are we?                                                       

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters.

DRC, through its specialized business unit, Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC

Overall purpose of the role

Under the supervision of the Area Manager, the WASH  Manager is responsible for planning, assessments, implementation, monitoring and reporting of Water, Sanitation and Hygiene (WASH) activities and projects in the assigned areas. The WSM will be responsible for multiple projects implemented with funding from multiple donors. Some of DRC’s WASH activities are integrated and aligned with CCCM, with some stand-alone WASH activities as well.

In close coordination with the DRC WASH, Shelter and Infrastructure Specialists and Area Manager, plan, strategize and undertake WASH activities in emergency and longer-term activities. WSM contributes to the harmonization of WASH  tools and guidelines in North areas and to the development of DRC’s WASH  strategy for North.

Liaise with, and attend sub-national WASH clusters meetings in connection with the WASHa nd Infrastructure Specialists.

The WSM contributes to the fulfilment of the aims and objectives of DRC’s presence in north.

Main responsibilities

  • Ensure timely and technically sound planning, implementation and monitoring of WASHactivities/projects, including budget responsibility, technical assessments, procurement planning, reporting and technical and programmatic and technical oversight in the assigned areas;
  • Implement 1st phase emergency full WASH response activities alongside 1st phase emergencyinterventions to provide immediate needs for displaced persons;
  • Identify opportunities for sustainability of the WASH intervention and community self reliance and ownership through identification of exit strategies, operation and maintenance plans in and out of sites. Identify gaps and opportunities for community ownership through provision of skills, tools and capacity building and engagement of community committees and respective ministries in and out of sites Consider sustainability of the WASH action in displacement settings, technical feasibility of water network expansion, conduct comparative eco technical analysis where required and ensure compliance with ECHO WASH policy
  • Conduct water sources mapping to consider water scarcity and potentially negative impact on the HC/IDP tensions in areas of replenished resources. When feasible, prioritize engagement of local authorities and WASH communities in and out of sites and ensure comprehensive intervention in and  out of sites prioritizing needs of both IDPs and host communities  
  • Ensure quality of the latrine rehabilitation while taking into consideration specific designs for persons with disabilities. Ensure sustainability of the construction through ensuring durable lifespan of the pit and dislodging options in areas of protracted displacements
  • Identify, assess and plan the rehabilitation of water network infrastructure, sanitation and water treatment plants through management of WASH technical teams;
  • Liaise with relevant local and government entities to ensure the need, design and appropriateness of the intervention has the buy-in of local technical authorities, including government water resources departments to ensure longevity in design and planning of 2nd/3rd phase WASH interventions;
  • Manage contractors through design and implementation phase, adhering to DRC supply chain processes
  • Ensure provision of complementary WASH services (hygiene promotion, solid waste, desludging, water trucking) to different contexts and settlements receiving support from DRC SMC, ER and Shelter programs;
  • Prepare and maintain up to date work plans and expenditures plans, in line with project and budget documents;
  • Prepare regular and timely updates and reports for Area Manager and other colleagues as needed including grant reporting submissions Weekly updates to be provided to Area Manager and Specialists;
  • Under the supervision of the WASH & Shelter Specialists, in line with other managers, recruit, provide supervision and coaching/on the job training of the WASH project staff (and other staff as appropriate), and undertake annual performance appraisals
  • Undertake regular field/onsite visits to ensure technical support to WASH staff and proper monitoring of the activities’ implementation in the areas of operation;
  • Ensure that project activities develop and are implemented in line with DRC’s mandate, policies, procedures and country strategy, as well as with donors’ requirements and national and international rules and guidelines;
  • Contribute to the development of proposals to secure follow on or expansion funding for the WASHportfolio as per identified needs;
  • Advocate and support relevant government bodies to encourage monitoring and planning in sustainable use of water resources in areas of intervention;
  • Contribute to refining of data collection, monitoring and reporting tools, and to the harmonization of WASH, methodologies and tools in line with DRC and WASH cluster guidelines
  • Ensure Age, Gender and Diversity (AGD) approach to WASH r is consistently applied through community and rights based participatory methods;
  • Ensure the respect of DRC Code of Conduct (CoC), the confidentiality and humanitarian principles and contribute to the integration and mainstreaming of AGD into DRC WASH  programming, as for other programming sectors;
  • Engage with relevant national and international actors and actively participate in relevant clusters, sectors and working groups and other meetings in the WSM’s areas of operations for the purposes of coordination, fundraising, etc.;
  • Any other duties as directed by the Area Manager and technical specialists.

Roles reporting to this position

WASH  project staff in the WSM’s areas of operations. Other staff, as defined by specific project requirements including Team Leaders, Officers, Assistants and Site Technicians.

Area Manager – North West

Required experience and competencies

  • Proven experience of at least 5 years in the implementation and management of WASH  programming project portfolio, preferably in an emergency or early recovery setting.
  • Proven experience of contractor and quality management.
  • Experience in international humanitarian work and refugee and/or IDP complex emergencies.
  • Experience with managing large and multifaceted teams and providing technical guidance and training.

Required education

  • University degree or higher education relevant to the technical work of both WASH programming (e.g. engineering, public health, water resource management).
  • Professional experience in WASH strategies, policies and implementation modalities and construction contracting / supervision.
  • Cultural and gender sensitivity.
  • Ability to live and work in a security constrained environment.

We offer

DRC will offer the successful applicant a contract up to 10 June 2022, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Yemen –Hajja.  

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (F2 Manager).
