Objective and Purpose of the Assignment
Provide assistance to the project environment and river channels. An environmental and river improvement
project expert with a total investment of 5 person-months（110 days，on intermittent bases) is required
through the implementation of individual consultant selection procedures. The cost estimate is shown in
the table below. The project experts will work intermittently in accordance with the schedule agreed
with the project management/project implementation office to facilitate project implementation.
Scope of Work
Provide assistance to the project environment and river channels. An environmental and river improvement
project expert with a total investment of 5 person-months（110 days，on intermittent bases) is required
through the implementation of individual consultant selection procedures. The cost estimate is shown in
the table below. The project experts will work intermittently in accordance with the schedule agreed
with the project management/project implementation office to facilitate project implementation.
Detailed Tasks and/or Expected Output
The experts will work closely with the environmental officials of the PMO, the environmental liaisons of
the Baise Development and Investment Group, and other staff and institutions. The tasks and
responsibilities of experts include but are not limited to the following: (1) Ensure that the project
environment protection measure is in position, including: (a) All contractor’s contracts include and
comply with the environmental management plan; (b) The relevant parts of the environmental management
plan have been included in the construction plan and contract. (2) Assist the PMO and Baise Development
Investment Group to implement the grievance remediation mechanism (GRM), including: (a) establishing and
publicizing the grievance mechanism; (b) collating and evaluating the grievances received. (3) Develop
procedures to: (a) monitor the progress of the implementation of the environmental management plan; (b)
organize and evaluate the data collected in the environmental management plan and environmental
monitoring plan; (c) prepare a semi-annual environmental monitoring report and submit it to ADB
(Continue to write until the project completion report is completed). (4) Assist the PMO and Baise
Development Investment Group to review contract changes pertaining to river improvement, translate
relevant documents and submit them to ADB. (5) Assist the PMO and Baise Development and Investment Group
to review the disbursement supporting documents for the river improvement work progress payment to
ensure that the supporting documents comply with the procedures.(6) Provide on-site support and training
related to the specific requirements of the environmental management plan to the PMO, Baise Development
Investment Group and contractors as needed. (7) Assist implementation agencies in environmental
performance monitoring, assess whether the project is implemented as planned and meet the corresponding
environmental indicators;(8)Assist PMO in preparing a detailed soil remediation plan for Dungun area
that takes into account the national guidelines as well as international best practices, and monitoring
the implementation of the soil remediation plan, as well as evaluating the application of the national
guidelines to Dongsun area;
(9）Collect environmental monitoring information submitted by contractors and other agencies to meet
reporting requirements (10) Assist project leader to complete annual, semi-annual and project completion
report report with inputs of environment and river governance parts.
Minimum Qualification Requirements
The expert should have a bachelor’s degree or above in environmental science, environmental engineering
or related professional fields. The expert should have 5 years of experience in environmental
management, including participating in at least 2 projects financed by ADB or the World Bank as an
environmental expert. The expert has rich project experience in embankment design and implementation,
river projects, water conservancy projects, and brownfield management and remediation,
etc. The expert should be familiar with the ADB’s Safeguard Policy Statement (2009) and related
environmental safeguard guidelines and requirements, as well as China’s environmental safeguard
guidelines and requirements. The expert should have excellent English and Chinese skills.
