Primary Role of the position: Leading the implementation of Water and Climate India programme in Madhya Pradesh
KEY ACCOUNTABILITIES:
1. PARTNERSHIP MANAGEMENT: Managing partnerships for overall programme management and improving programme effectiveness with network and linkage building. Responsibilities
–Establish coordination among Caritas India partners working on Water and Climate India project and facilitate productive interactions among these partners, with regular reviews and exchanges.
–Offer support to CI partners for strengthening their abilities to network on issues of water, sanitation, forest conservation.
–Liaise with like-minded organisations at district and state levels in such a way that there is
value-addition to the water and climate project of CI and her partners.
–Establish and maintain healthy relationship with the leadership of partner organisations.
2. PROGRAMME MANAGEMENT: Facilitate, support and accompany partner organisations and their staff for management of Caritas India project in accordance with the quality standards of
CI.
Responsibilities
–Function as the programme lead of Water and Climate India project.
–Provide technical support to partners on various aspects of public health, especially WASH and prevention of water-borne diseases.
–Ensure that envisaged programme results are achieved in a timely manner.
–Ensure that CI interventions are managed through Results Based Management in the stages of planning, monitoring, evaluation and documentation and in accordance with CI quality standards.
–Ensure efficient deliverable management in such a way that all reports are received from partners and are sent to Zone Manager in acceptable quality in terms of being error free, presentable (appropriate format) and timely.
–Partners are helped with knowledge and skills related to the project themes for enhancing the quality of the project on a continuous basis.
–Organise partner interactions for learning exchange, result review and replication.
–Organise interface meetings and events for showcasing project successes and disseminating project successes.
–Help partners with thematic expertise on WASH and use of solar disinfection.
–Ensure that relevant IEC materials are designed and developed for increasing the reach and effectiveness of programme.
–Develop knowledge products by identifying and documenting the models, innovations, and best practices of the project.
–Coordinate and manage research for developing and/or synthesising models which could be replicated.
–Assist Caritas India and her teams in innovating the project with newer and more effective ideas.
3. NETWORKING: Represent CI and work with like-minded networks and organisations to ensure greater visibility for CI as a credible leader in influencing policy and systemic changes in the field of access to safe drinking water.
Responsibilities
–Ensure that CI is respected by government and civil society as an organisation with credible experience and knowledge on water, sanitation, hygiene and solar disinfection in the state.
–Help partners initiate issue-based advocacy and help them initiate networks or enter into existing prominent networks that campaign around water.
4. HUMAN RESOURCE MANAGEMENT: Create/facilitate healthy and favourable environment of work for the personnel appointed at Caritas India level and help partners manage HR for the effective project implementation.
Responsibilities
–Assist implementing partners to recruit suitable candidates for the project positions and organise appropriate induction for the newly recruited project staff.
–Help implementing partners contextualise job descriptions of project positions.
–Help partners define and implement specific Human Resource Development strategies and conduct relevant HR trainings of the teams of implementing partners.
5. STEWARDSHIP OF RESOURCES: Ensure that all resources of CI are ethically utilised and optimally managed.
Responsibilities
–Ensure that the assets of the organisation are safeguarded and managed optimally.
–Conduct regular monitoring of projects of implementing partners so that activities are implemented on time.
–Ensure the healthy rate of utilisation of funds of Caritas India and her partners.
–Coordinate with Programme Management at Caritas India and implementing partners in finalising revised activities and re-allocating resources for revised set of activities.
–Proper, prompt and accurate maintenance of accounts.
WORKING RELATIONSHIPS
INTERNAL
–Zone Programme Lead: Inputs and support on the technical aspects of the programmes for ensuring quality in implementation.
–Technical and Documentation Point: Support in identifying and documenting innovations, best practices, models etc as knowledge document.
–Zone Programme Finance Associate: Assistance for ensuring optimal utilisation of finance resources for programme implementation.
–Administration and HR: Support in logistics, capacity building and other resources for various aspects of office / programme management.
EXTERNAL
–Partners: Facilitation and capacity building for effective programme management and partner relations.
–Government departments and agencies: Linkage building for connecting communities with government resources, facilities, and benefits of schemes.
–Networks and other NGOs: linkage for issue-based actions.
PERSON SPECIFICATIONS
Programme/Partner Management
–Good knowledge on the subjects related to Water, Sanitation and Hygiene (WASH) especially in the context of tribals in Madhya Pradesh.
–Ability to put knowledge and principles into practice.
–Ability to carry out regular assessments and studies on WASH, especially water.
–Knowledge about government responses – programmes and schemes – for WASH especially drinking water.
–Knowledge of other stakeholders and like-minded organisations working in the sector.
–Ability to find opportunities to partner with like-minded organisations and work with them constructively in addressing the issue of drinking water shortage.
–Ability to apply CI program quality standards and RBM concepts and practices in programme management processes and activities.
–Willingness and capacity to travel in the field for 40% of work time.
Interpersonal and Communications
–Strong interpersonal skills for influencing partners and other stakeholders in adopting and adhering to CI program quality standards.
–Ability to articulate communications and present concisely in a polite and firm manner.
–Ability to articulate and compile reports clearly and present the same concisely.
–Ability to facilitate group processes to achieve desired results.
–Ability to engage others constructively and leverage individual skills for achieving group objectives.
Qualification and Experience
–Post-graduation in Public Health or social sciences. Preference will be given to candidates with experience in public health.
–At least 5 years’ work experience, after post graduation, in the development sector.
–Should have at least 3 years’ experience of leading health-related interventions, preferably WASH related interventions.
–Should be able to fluently speak and write in English and Hindi. Knowledge and proficiency in Microsoft Office Suite.
