The International Water Management Institute (IWMI) is a non-profit, scientific research organization focusing on the sustainable use of water and land resources in developing countries, with its headquarters in Colombo, Sri Lanka and regional offices across Asia and Africa.

IWMI has been awarded the opportunity to implement a 5-year, USAID-funded project entitled Water Management for Enhanced Productivity (WMfEP), which supports socio-economic development and political stability in the province of Khyber Pakhtunkhwa (KP) and the Federally Administered Tribal Areas (FATA). The project aims to reduce constraints to productive and sustainable use of water for agricultural production at the Gomal Zam irrigation scheme. The improved water governance and management in KP and the FATA will enable increased farm household income and improved livelihoods to contribute to socio-economic development and political stability in the project areas.

THE PERSON AND THE JOB:

The Monitoring and Evaluation Specialist will support the Water Management for Enhanced Productivity (WMfEP) project by implementing the M&E plan, which includes all data collection, analysis, reporting, and learning activities to ensure the monitoring and evaluation of project progress. The specialist will also develop a learning agenda for WMfEP.

DUTIES AND RESPONSIBILITIES:

  • Overall leadership of ME&L initiatives for WMfEP including monitoring, data quality, tracking the progress of tasks, and contributing to staff capacity building initiatives as necessary.
  • Conduct regular field monitoring, data collection, analysis and reporting in line with the overall all activity and task indicators and targets.
  • Support the Chief of Party (CoP) and Deputy Chief of Party (DCoP) in creating a framework, procedure and practice for the monitoring and evaluation of the WMfEP activity and tasks.
  • Support the CoP and DCoP by taking a lead role in defining indicators, targets as well as monitoring them throughout the duration of the activity. Assist the CoP and DCoP in proposing strategies to increase data use and demand amongst the team, partners and stakeholders.
  • Assist the activity team, partners, stakeholders and the CoP and DCoP in clarifying activity monitoring and evaluation needs.
  • Provide sound and pragmatic judgement and assistance to the WMfEP team on methods to appropriately document, organize and capture activity progress, measure achievements against targets, disaggregated as required/defined in the Performance Indicator Reference Sheet.
  • Take lead responsibility in quarterly and annual reporting to USAID, reviewing and updating Monitoring Evaluation and Learning Plan, update the online USAID reporting system (PakInfo).
  • Draft plans and their revisions as well as data collection procedures under the supervision of the CoP and DCoP including but not limited to Monitoring, Evaluation and Learning Plans, Quarterly and Annual Progress Reports, Annual Plans, logical/results framework, project performance tracking, indicators, data flow chart, M&E manuals).
  • Support CoP and DCoP in reviewing the performance of existing management information systems to help identify necessary modifications or resources.
  • Keep abreast of developments in activity changes and progress in order to advise and recommend tools and strategies to increase project performance and results.
  • Propose methods to facilitate data collection and the flow of data within the activity output teams.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with the CoP and DCoP.
  • Undertake regular field visits to ensure the quality of data collected by the team and to verify the accuracy of reported data.
  • Analyze changes and patterns in KPI data and prepare performance reports in order to support Activity staff and/or the CoP and DCoP.
  • Support the CoP and DCoP to ensure that donor, partner, and IWMI HQ data queries are addressed in an accurate and timely manner.
  • Support and participate in activity evaluations including any third party evaluation commissioned by USAID.
  • Support CoP and DCoP in reviewing donor reports to ensure high quality reports are submitted on time for this WMfEP.
  • Review and analyze all periodic reports with the CoP and DCoP to identify the causes of potential bottlenecks in implementation and to enhance quality of reporting.
  • Undertake relevant assignments as requested by the Chief of Party and Deputy Chief of Party from time-to-time.

Requirements

QUALIFICATIONS, EXPERIENCE, SKILLS AND KNOWLEDGE:

  • Bachelor’s Degree in Administration, Information Management, Economics/Econometrics, Project Management, Finance or other similar academic background.
  • Master’s Degree in Administration, Information Management, Economics/Econometrics, Project Management, Finance or other similar academic background.
  • Minimum of 8 years total experience in development.
  • At least 5 years of Monitoring and Evaluation experience with USAID and/or USAID funded projects with significant responsibility.
  • Good level of proficiency in Windows, Microsoft Office Suite (including MS Access), statistical design and quantitative analysis.
  • At least 5 years’ experience as a Monitoring and Evaluation Specialist/Officer specifically in USAID supported activities with significant responsibility and experience in developing ME&L Plans, Progress Reports (Quarterly/Annual), survey and evaluation tools for the purpose of collecting M&E data etc. and uploading data to USAID Information Systems e.g. PakInfo.
  • Capacity to produce high quality reports briefs and in English.
  • Willingness to travel nationally at regular intervals for extended durations e.g. one week duration in D.I.Khan etc.
  • Strong interpersonal skills, ability to work across with cultures.
  • Excellent English language skills (Write, Read, Spoken).
  • Good Urdu language skills (Write, Read, Spoken).
  • Good Pashto language skills (desirable).

The duration of the initial contract will be for 21 months
