Job Context

The National Hydrometry & Telemetry Team sets the strategy, procedures, ways of working and evidence needs, as well as managing & developing systems for hydrometry and telemetry within Wales.

Hydrometric data is the key to understanding hydrological processes, to developing river and water management strategies, water resource management, flood warning and flood forecasting.  You will support the management of NRW’s hydrometric data archive and service, providing support and advice to our operational hydrometry and telemetry teams and customers, ensuring the accuracy, appropriate use and maximising availability of our hydrometric data. You will contribute to projects and to the management of our hydrometric systems.

Role Description
Job Purpose:To ensure the effective management, delivery and development of NRW’s provision of hydrometric data services which are critical for NRW and external partners to enable appropriate decisions to be made in a cost effective and timely manner. To ensure the provision of hydrometric data analysis, validation and derivation to agreed standards and timescales for NRW and external partners.
Key Job Accountabilities:The post holder will:Work with operational Hydrometry and Telemetry teams & local clients to determine appropriate priorities within local work plans, to support the delivery of Directorate Delivery Plans and to ensure strategic objectives are met.Ensure the validation, analysis, derivation and interpretation of hydrometric data by adhering to national and international standards and best practice to agreed standards of service.Contribute to national advances in data management and validation techniques.Maintain, manage and optimise hydrometric data systems operation to collect, archive and provide timely data to NRW staff, external partners and business systems.Establish and maintain a wide variety of internal and external relationships for the benefit of Natural Resources Wales.  Provide accurate and timely data and information addressing the needs of internal and external customers, seek to continually improve the quality and standards of service from a customer perspective.Contribute to the development of advice and guidance for hydrometric monitoring in Wales, in developing standards for data validation and processing of hydrometric parameters and policies relating to the governance of hydrometric data.Participate in or lead projects for hydrometry or associated systems or assets.Mentor, coach or train others as appropriate on associated work to help broaden technical capacity, understanding and knowledge transfer.
Key Job Qualifications or Knowledge:Relevant degree or equivalent experience.Understanding and demonstrable knowledge of hydrometry, hydrology, or flood risk management.Basic knowledge of the British, European and International standards relating to hydrometry and its mechanisms, enabling NRW to deliver appropriate hydrometric data.Excellent ICT skills and prior use of the WISKI suite of software.Data management and manipulation skills and experience.Able to work independently with high standards of governance demonstrating personal initiative

What you will do

You will provide expertise to a defined area or function undertaking a range of work that supports regulation and environmental responsibilities of NRW.

You may be involved in work relating to incident response.

You will refer to procedure manuals, relevant statutory codes and legislation in undertaking the work, undertaking analysis and interpreting requirements as necessary.

You will process and analyse non-routine information that has an element of complexity and will be of a technical nature.

You will undertake work within a discrete area although the work has the potential, if carried out incorrectly, to impact across other subject areas and third parties.

You will provide guidance to less experienced colleagues in the resolution of problems

You will have oversight of contractors and the associated costs.

You will determine how best to achieve results by applying technical judgment and creativity, altering priorities if there are conflicting demands.

You will be responsible for the safe use and keeping of tools and equipment required to undertake your role.

You will work with a range of people across NRW functions, together with external parties.

Where you will be working

Your role will be primarily office based but may entail travel between different NRW locations, as well as working at partner organisations and other premises.

You will also work outdoors at different sites and may be exposed to unpleasant conditions from time to time.

What knowledge and skills you need

You will have a degree level qualification in a relevant subject area or the equivalent level of knowledge.

You will have subject matter expertise within a defined area that enables you to provide guidance to others.

You may not be a subject matter expert in all areas but will have a sound understanding and appreciation of the work of the wider function.

You will have good literacy, numeracy and communication skills including well developed customer facing skills.

You will have analytical skills that enables you to process and analyse technical information.

You will have good inter-personal and influencing skills and able develop and sustain good working relationships.

You will, ideally, have previous supervisory experience.
