The position is assigned in the office of the Director General (SAOD) within the South Asia Department (SARD). SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB’s sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka.

The Associate Climate Change Officer provides technical and administrative support to SARD for achieving ADB’s Paris alignment commitments and Strategy 2030 objectives. Support will be provided across SARD to assist in optimizing climate mitigation and adaptation in country strategies and partnerships; support integration of climate change actions at the project level, tracking climate change investments in coordination with Climate Change & Disaster Risk Management Division (SDCD), and accessing and managing targeted climate change funding. The incumbent will report to designated international staff and may report to senior national staff.


• Country Strategies: Undertakes general research to support country-level policy and strategy work on climate change across sectors at the country level. Maintains database of National Determined Commitments for SARD developing member countries (DMCs) consistent with the ADB commitment for Paris Alignment.
• Sector/thematic Strategies: Undertakes general research to support integration of climate objectives/actions sector and thematic-level strategic analytical work consistent with the ADB commitment for Paris Alignment.
• Project Preparation and Implementation:

o Assists in ensuring correct identification and classification of SARD projects that address climate change.
o Assists in preparation and administration of climate change technical assistance (TA) including:

 Processing of TAs;
 Consultant selection and recruitment;
 Reviewing consultants’ outputs;
 Editing TA manuscripts for circulation or publication;
 Facilitating coordination of technical assistance activities;
 Preparation of TA progress reports, briefing notes, and presentations; and
 Preparation of TA completion reports.

• Monitoring and Reporting: Assists in monitoring and reporting on SARD climate finance including internal and external sources such as ADB’s Climate Change Fund and Climate Investment Funds; Assists in monitoring progress on SARD’s share of ADB’s climate change strategic priorities at corporate level including the Paris Alignment and Strategy 2030;
• Network and Database Management and Knowledge Dissemination

o Facilitates collaboration among relevant SARD and broader ADB staff on climate change related initiatives, events, studies, and knowledge products by helping organize meetings, formal and informal seminars, and workshops.
o Helps maintain climate change theme on SARD website, and databases including information needed for the analysis, evaluation, formulation, and monitoring of information on climate change such as speeches, briefing notes, talking points, and other contents.
o Maintains and updates relevant records in eOperations, Technical Assistance Performance Report (TPR), Technical Assistance Information System (TAIS), and Staff Consultant Systems (SCOS) related to the processing and implementation of sector activities.
o Contributes to the planning and implementation of climate change communications and knowledge sharing activities.
o Disseminates materials and coordinates with sector divisions in the department for exchange of information related to climate change.

• Administrative Support

o Assists in the preparation and monitoring of SARD’s annual and three-year work program and budget and corresponding write ups;
o Coordinates SARD inputs to the department’s information system including regular updates to Management.
o Other duties that may be assigned as reflected in the incumbent’s work plan.


Relevant Experience & Requirements

• Bachelor’s degree in a development-related field, preferably with advanced training in environmental sustainability or any other climate-related field;
• At least 6 years relevant experience in climate-related project and research work;
• Proficient in the field of climate change, environmental planning and management, including environmental assessment, pollution prevention strategies, and other related tools/strategies;
• Aptitude to perform analytical and conceptual thinking;
• Proficiency in the use of standard computer applications;
• Effective report-writing and communication skills in English;
• Strong oral and written communications skills.
• Interpersonal and diplomatic skills, and teamwork and ability to develop rapport internally and externally in a multicultural environment;
• Ability to guide administrative staff (AS) to facilitate work planning, delivery and quality review;
• Strong planning and organizing skills to handle many tasks with deadlines;
• Ability to work collaboratively with teams as a constructive team member;

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
