Objective and Purpose of the Assignment

Senior Design and QAQC Engineer will carry out activities described in and/or that follows from the
activities in the scope of work related to Engineering Design, Cost Estimate and Environmental Safeguard
and those assigned by Team Leader.
The Design Engineer may have to involve in introducing, designing, contracting executing, evaluation of
hardware and infrastructure related activities viz. health desk, multipurpose shelter with amenities
related to WASH and emergency needs, upgrading and renovation of public toilets, mobile toilets for
public places and disposal system as per the guideline, other WASH facilities like hand washing,
disinfection facilities etc.

(i) Carry out all activities, during the feasibility phase as required producing an effective
feasibility study and detailed design. Consult with Municipality, DCMC, and concerned Water Users and
Sanitation Committee during the feasibility study and fixing the location of the proposed community
shelter and WASH facilities;
(ii) Prepare the design estimate reports collecting required information from Disaster Response
Committee, Sphere or other relevant organization with due consideration of environmental and social
safeguard.
(iii) Prepare and finalize detailed designs with quantities and ensure detailed designs accommodate the
recommendations of the land acquisition and resettlement plans and the environmental management plans;
(iv) Prepare final cost estimates on the basis of approved Norms, approved district rate or prevailing
market rate;
(v) Prepare and finalize bill of quantities and drawings for inclusion in bid documents;
(vi) Introduce any innovative design and remodel it for local community for operation and maintenance
considering the disable and gender friendly facilities.
(vii) Prepare Bid Documents, Specifications/ Employer Requirements following the ADB procurement
guideline.
(viii) Incorporate quality assurance and quality control as well as safety aspects in design reports and
bid documents;
(ix) Be available for site visits during construction phase, if required and make any modifications in
designs and/or drawings, if necessary;
(x) Prepare detailed implementation plan and specific tender document clauses that ensure tenderers
respond to any specific requirements of the subproject;
(xi) Coordinate with Municipality, PMO and concerned assigned field officer for the finalization of
design, presentation of feasibility & detailed design report with PMO, Municipality & WUSC and other
technical matters of community shelters and WASH facilities;
(xii) Access the necessity of public toilets in the town consulting with municipality, fixed the
locations for construction with future operation mechanism and prepare detailed design, drawings, cost
estimate and bill of quantities for bidding;
(xiii) Visit the existing public toilets facilities in the town, access the status of operation, consult
with Municipality and WUSC and propose required maintenance or renovation/rehabilitation with future
operation mechanism;
(xiv) Liaise with the public health specialist during the design and implementation of the project
activities;
(xv) Anticipate the likely environmental impact of carrying out various Project Municipality and
proactively plan to take necessary action so that implementation is not delayed;
(xvi) During the detailed design phase, collect the old approved environmental reports (IEE/EIA), review
and prepare Environmental Management Plan;
(xvii) During the Construction phase, monitor compliance of environmental management plan and/or
environmental mitigation action plan as well as any other environmental issues in co-ordination with
Municipality, WUSCs, DWSSM and other stakeholders. Prepare Environmental Safeguard Report when required
in consultation with JFPR Grant Coordinator;
(xviii) Assist to provide capacity development training to WUSC, in coordination with PMO and NWSSTC for
the improvement of health condition of the residents of the project area and for the sustainable
operation & maintenance of the facilities.

Minimum Qualification Requirements

The Senior Design and QAQC Engineer should have preferably the Master’s Degree in Water Supply and
Sanitary Engineering, Structural Engineering or Environmental Engineering or Relevant subject with at
least 10 Years of Work Experience. Following specific experience is preferable:

• Involved in Design, Estimate in WASH related activities in general and particularly in WASH facilities
targeted to deal COVID pandemic in at least two projects
• Involvement in COVID pandemic management activities like mobile swab collection booth, isolation
chamber, hand wash station, sanitizer dispenser etc.
• Involved in innovative technology transfer especially in WASH and pandemic.
• Involvement in research activities for innovative and local technology will be an advantage.
• Familiar with Team work and diversified work culture will be an advantage.
