As the Director Water Power Technologies Office you will:
- Exercise full managerial authority over the Office, including: direct Office activities, frame strategic plans based on broad organizational assessments and evaluation of long-term organizational objectives; determine the financial and personnel resources needed to achieve mission objectives and support mission operations; identify the need for major organizational improvements and develop the requisite plans and direct implementing actions; oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the Office.
- Lead the planning, research, development, and deployment strategies for the Department’s Water Power Technologies Office programs. This includes providing technical expertise and all program direction related to DOE-sponsored hydropower, pumped storage, and marine renewable energy technologies. Manage the formulation and integration of the scientific, engineering and technical requirements and market analyses necessary to structure effective energy research, development and deployment in support of DOE’s objectives.
- Provide water power technology assessments and analyses, including environmental, scientific, engineering, and programmatic considerations for support of policy development, legislative proposals, Administration initiatives, and industry/stakeholder collaborations. Provide policy and analytical support to the Deputy Assistant Secretary for Renewable Power (DAS-RP) and other senior management.
- Manage the transfer of new water power technologies to industry and other private sector partners via public-private partnerships to which all parties contribute to the cycle of strategic input, technical concepts, funding for and participation in research and development projects, including project review, oversight and feedback.
- Manage and oversee WPTO’s research performed by DOE’s national laboratories, universities, and industry, including critical peer reviews and feedback regarding technical and managerial objectives. Ensure highest level of technical due diligence on all funded research activities.
- Direct analyses and reviews to ensure conformance of program execution within established DAS-RP policies; and develops, with support from EERE Budget Director, funding and guidance issues to field organizations and other recipients.
- Oversee the development and implementation of multi-year program plans and annual operating plans and manage the application of assigned resources to effectively achieve planned objectives. Develop out-year program budget justifications for Congress, defend these budgets, and approve and manage the use and distribution of funds, providing interpretive guidance to research performing organizations.
- Interact with relevant DOE staff to identify those institutional or managerial requirements that may impact hydropower and marine technologies, identifying the basic issues involved and developing programmatic positions concerning these issues. Integrate and coordinate WPTO with activities of other DOE offices to meet national needs and program priorities. Assist in the development of responses to queries from the DOE senior management, White House, Office of management and Budget, Government Accountability Office, Inspector General and congressional committees and subcommittees related to assigned technologies.
- Serve as a focus for U.S. participation in matters related to the international hydropower and marine energy community as well as the international community, including cooperative research and development, exchanges of technical information, conferences, workshops and summit meetings.
- Maintain close contact with international hydropower and marine energy technology developers and stakeholders to keep abreast of current issues, trends and needs, and be the national focal point for governmental cognizance of the state of the U.S. renewable power as it related to WPTO mission space.
- Build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. You will be evaluated for this job based on how well you meet the qualifications above.
You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.
As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel.
