The < strong>Independent State of Papua New Guinea has received financing from the World Bank towards thecost of the “Wate r Supply and Sanitation Development Project (WSSDP)”. The WaSH Programme Management Unit (WaSH PMU)of the Department of Natio nal Planning and Monitoring (DNPM) intends to apply part of the proceeds for consultingservices.

The consulting services (& ldquo;the Services”) include:

Hiring a qualified and experiencedEngineer to drive forward the development of an effec tive service delivery institutional framework for the WaSH sector. This willrequire close consultation with the WaSH Task Force, asa source of knowledge and experience in the sector, and senior DNPMmanagement for formal approval.  Key tasks associated withthe Engineer position are;

  1. Supportingimplementation of the District Pilots and related capacity building activities .
  2. Contributing to the set-up andimplementation of sector-wide management tools.

The Engineer&rs quo;s responsibility will include but notlimited to the following;

  1. Supporting implementatio n of the District Pilots and relatedcapacity building activities.
  • Participate to the evaluationof the District Pilots proposals(and related expressions of interest).
  • Review all outputs of the District Pilot consulta ncies from technicalperspective.
  • Participate in Pilot District workshops to discuss appropriate technical solutions for future pilots and for long term WaSH service delivery strategies.
  • As needed to support the above activity, conduct market a nalyses toidentify adequate material, equipment and construction options in the local context.
  • Conduct technical supervis ion ofDistrict Pilot implementation activities, including field visits to monitor the quality of infrastructure development.
  • Contribute to the elaboration of the WSSDP Grant Schemes Implementation Manual.
  • Contribute to the evaluation ofDistrict Pilots from a technical perspective and make recommendations on suitable, appropriate technologies for future interventionss.
    Required Qualifications and Experience
  • A Master's degree in the field of engineering in the field of water, construction or environmental services
  • A minimum 8 years of relevant experience in the water, sanitation and hygiene sector, of which at least 4 years in the rural water, sanitation and hygiene sector.
  • Effective verbal, analytical and writtencommunication skills in English and a demonstrated ability to produce h igh quality documents.
  • The above key tasks of the Engineer are also reflected in the “Terms of Reference (TOR)& rdquo; and are available on requests.

    The contract duration will be six (6) months full-time and maybe renewed thereafter atWaSH PMU discretion. The Engineer will report to the WaSH PMU Coordinator.

    The attention of interested Consultants is drawnto paragraph 1.9 of the World Bank’sGuidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits& Grants by World Bank Borrowers,January 2011, revised July 2014 (“Consultant Guidelines”), setting forth theWorld Bank’s policy onconflict of interest.   

    Consultants will be selected in accordance with the Se lection based on IndividualConsultants Selection Method set out in the Consultant Guidelines.

    1. Contributing to the set-up and implementation of sector-wide managementtools
      • Support preparatory activities for the establishment of a sector-wide Management InformationSystem (MIS) framework and implementation of its roadmap.
      • Oversee the preparation of technical design manuals to supportWaSH projects, and related t echnical trainings at provincial, district and community levels (in particular in the context of thedistrict pilots) and contributeto systems management manuals and participate to their dissemination
      • Prepare relevantJob Descriptions and TORs and suppo rt the recruitment of technical staff for the proposed organizational interim structure of theWaSH PMU, as described in the Organis ational Development Plan.
