1. BACKGROUND / RATIONALE
Government of Bihar (GoB) has been implementing Lohiya Swachh Bihar Abhiyan (LSBA) as part of Government of India’s Swachh Bharat Mission (Gramin) with a vision of ‘Swachh Bihar’ to make rural Bihar Open Defecation Free (ODF) and clean. LSBA has strong focus on collective behaviour change towards ODF communities. LSBA has achieved notable success in recent years with persistent efforts from the Government and development partners. The State is now reportedly open defecation free (as per the 2012 Baseline) and is working towards sustaining open defecation free status with relevant programming in areas of ODF Sustainability by ensuring universal coverage & ODF Plus that includes Solid & Liquid Waste Management, both under Swachh Bharat Mission Phase II, both rural and urban.
The Phase II focuses on retrofitting of toilets, construction of Community Sanitary Complexes (CSCs), and Solid and Liquid Waste Management in addition to the construction of Individual Household Latrines to ensure universal coverage. The Rural Sanitation Strategy launched by Government of India in the year 2019, also aims at achieving the vision of ODF (Sustainability) and ODF Plus. ODF (S) and ODF Plus include sustaining the usage of safe sanitation facilities by all, including new households and any households that may have been left behind, as well as safe and effective management of solid and liquid waste. The strategy is aligned to Sustainable Development Goal (SDG) 6 – Clean Water and Sanitation.
Government of Bihar has also launched Jal-Jeevan-Hariyali mission to address the climate change issues with allocation of INR 24,524 Crore for three years. This is an ambitious multi stakeholder mission aimed at addressing issues of water conservation, ground water recharge, afforestation, agro-reforms and alternate energy promotion, and thereby making the State climate change resilient. UNICEF is supporting implementation of the Jal-Jeevan-Hariyali Mission (JJHM) in addition to the Lohiya Swachh Bihar Abhiyan (LSBA) as JJHM will also contribute to ODF (S) and ODF Plus interventions in the State.
UNICEF is going to extend technical support to state mission in identified areas of collaboration – training and capacity building, monitoring and social behavioural change communication (SBCC). It is also extending handholding support in implementation of the program in UNICEF supported five aspirational districts.
2. PURPOSE OF ASSIGNMENT
Government of Bihar had requested UNICEF to extend technical assistance (TA) to Jal-Jeevan-Hariyali Mission (JJHM) at state level and in districts in supporting its implementation and monitoring. The purpose of the position is to fulfil this request from the government. Along with this, TA would be extended to the ongoing SBM (G)/LSBA with a purpose to strengthen the ODF sustainability efforts with special focus on retrofitting and functionality of toilets constructed, creating an effective O&M mechanism for the CSCs and addressing the problem of the fecal sludge management. Considering the Covid 19 pandemic situation, desired TA shall also be extended to the Lohiya Swachh Bihar Abhiyan, Department of Rural Development to engage and capacitate the field based cadre of the Swachhagrahis for promotion of CAB and safe WASH behaviour and sensitise communities for maintenance, upkeep and usage of safe WASH facilities/services; so as to prevent and contain the spread of the Coronavirus in the rural areas.
