Vietnam nationals: Senior Project Officer (Agriculture and Natural Resources)

The position is assigned in the Viet Nam Resident Mission (VRM) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. VRM is responsible for country partnership strategy, policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in Viet Nam.
The Senior Project Officer (Agriculture and Natural Resources) will actively contribute to the resident mission (RM) by handling loan and technical assistance (TA) processing and administration, portfolio management, sector work, and other general sector activities. The incumbent will (i) take the lead role in the processing and administration of assigned loans and TAs, (ii) assist administration of non-delegated projects of the sector, and (iii) assist overall monitoring of the status and performance of the ADB's Viet Nam portfolio (both delegated and non-delegated projects in the sector), and (iv) undertake sector work, including in the areas of programming, processing, and analysis. The incumbent will report to the Country Director and designated International Staff and will supervise Administrative Staff. The assigned sector includes irrigation, water resources management, agriculture value chain, flood control, forestry, and rural infrastructure development, among others.
Participate in and provide support to ADB processing missions, including but not limited to review of technical designs, cost estimates, project implementation arrangements; advising on local context and local requirements and procedures; liaison with government officials; data and project costing; and advising on procurement packaging and related technical issues. Facilitate work planning, delivery and reviews with team, where assigned as lead.
Assume the lead role in the processing and administration of specific loans and TA and engage with Government agencies, development partners, private sector partners, and other stakeholders to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan and TA projects. For project administration, prepare project performance reports; prepare and update forecasts of contract awards & disbursements; identify factors responsible for shortfalls and expedite achievement of target levels where possible; prepare and implement measures to address the issues. Prepare papers for extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements, and other project administration tasks.
Provide advice to government ministries, executing agencies (EAs) and sector entities on ADB policies and guidelines on procurement, recruitment of consultants, preparation of tender documents, etc. to ensure effective implementation; review and provide comments on draft bid documents and bid evaluation reports to ensure compliance with ADB policies; and organize and conduct training workshops for EAs in areas relating to procurement and project administration/ management.
Prepare Project Completion Reports and TA completion Reports as assigned; support activities to build the capacity of EAs, including assessing and monitoring implementation capacity, identifying weaknesses and proposing short- and long-term needs, and liaising capacity development programs conducted by ADB.
Assist in maintaining MIS on portfolio performance and maintains accurate data on status of implementation progress of ongoing projects in the sector concerned; prepare in consultation with the EAs the yearly contract award and disbursement targets and monitors the achievement of those targets in the sector, including non-delegated projects; monitor and coordinate with the EAs the timely submission of progress reports, audited project accounts and financial statements, and withdrawal applications; and participate in the Country and/or Tripartite Portfolio Review Meetings (C/TPRM) and prepare background and issue papers for C/TPRMs.
Participate in consultation and programming missions; provide support to country programming missions by participating in discussion with state governments, line ministries and EAs on proposed assistance in the sector; contribute to sector work in the field by conducting research, updating information on the assigned sector, analyzing technical, financial, institutional or economic issues, and preparing reports and assessments for programming purposes; maintain up-to-date knowledge base of future Government investment plans and approval processes, organizational structure and relevant policies; and prepare inputs to portfolio management database/reports.
Act as the focal point for the assigned sector and maintain close relationships with the relevant Government agencies and HQ staff; Contribute to policy dialogues with government on policy and institutional matters; maintain close cooperation with other development partners and undertake meetings and consultations to harmonize sector work with them.
Develop ADB publications and other knowledge products of the sector concerned, and actively disseminate knowledge and experience on ADB's sector interventions and programs to development stakeholders and the public; Perform other duties that may be assigned as reflected in the incumbent's work plan.
Relevant Experience & Requirements
Bachelor's degree in engineering or related disciplines, preferably with Master's Degree or equivalent.
At least 10 years of relevant professional experience in project management and implementation, and at least 4 years of supervisory experience (if applicable).
Demonstrated expertise and experience within the assigned sector.
Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable.
Familiarity with accepted best practices of procurement and disbursement processes.
Effective report-writing and communication skills in English and national language.
Able to mentor junior National Staff (NS) and Administrative Staff (AS) to facilitate work planning, delivery and quality review.
Able to liaise and work effectively with government officials within own work location.
Able to work collaboratively with teams as a constructive team member.
Excellent oral and written communications skills in English.

The selected candidate is appointed for an initial term of 3 years.
