The Massachusetts Rivers Alliance is seeking a Deputy Director for Policy to join our leadership team! The Deputy Director for Public Policy will help our organization grow and continue our track record of cutting-edge public policy development and advocacy. The person in this new position, working closely with the Executive Director, will lead our team of policy, advocacy, and technical staff, and will build our capacity to define and advance policy and programs across the Commonwealth. The position is based in Cambridge, Massachusetts, and includes sometravel, primarily within Massachusetts. The office is currently operating on a hybrid (both remote and in-person) schedule.
Founded in 2007, Mass Rivers is a nonprofit environmental conservation organization working to protect and restore rivers across the Commonwealth to benefit the ecosystems and communities which depend on these resources. The organization is an alliance of 80 organizational members and is supported by a growing group of individuals, families, and foundations. We pursue our mission through advocacy, education, and by strengthening and connecting our member organizations.
The Deputy Director for Policy will work with Mass Rivers staff and external partners to drive policy change, and will mobilize, connect, and deepen partnerships with Mass River’s 80 organizational member groups. The ideal candidate will bring a track record of effective policy and advocacy leadership in water policy, including familiarity with climate change, environmental justice, and other relevant issue areas. We are seeking someone with program and management experience, including budget oversight, fundraising, and supporting staff as they advance in their careers. A high priority is that the applicant has a professional and personal commitment to the interconnected issues of equity, diversity, and inclusion and environmental justice.
This position reports to the Executive Director. Responsibilities include:
● Lead and manage Mass Rivers’ policy work
● Supervise program staff, including a Policy Specialist and Technical Specialist.
● Responsible for:
o Oversight of legislative policy and regulatory work
o Oversight of technical assistance program to member organizations and communities
o Oversight of intern program (currently 3-5 interns per year)
● Develop and implement new initiatives and programs to achieve Mass Rivers’ mission and strategic goals
● Represent Mass Rivers on various committees and commissions
● With other staff, maintain and expand relationships with state and federal agency staff, legislators and staff, organizational members, other partners, and members of the media
● Public speaking/presentations to diverse groups
● Increase foundation support for Mass Rivers programs; develop relationships with foundation staff
● Outreach to new partners/collaborators
● Attend board meetings as needed; serve on board committees as needed
A successful candidate will have a strong interest in river protection and public policy, and relevant prior legal, science, policy, regulatory agency experience, or a combination of these.
The ideal candidate will have demonstrated leadership experience with a record of success, and the ability to work collaboratively with and motivate a broad range of staff, member organizations, and partners in and outside of government. The candidate should be enthusiastic about the mission of the organization, and excited about helping it grow. They should be self-motivated and have excellent writing, communication, and interpersonal skills, including group facilitation skills. They should also enjoy working in a small organization.
The candidate should have a working familiarity with federal and state water management laws, programs, and policies. An ideal candidate will also have experience with the legislative process in Massachusetts. The ideal candidate will be interested in a wide range of river-related topics and bring creative ideas to the table.
