Objective and Purpose of the Assignment

The consultant will support ADB staff in the preparatory activities for the proposed Climate-Resilient Landscapes and Livelihoods project in the western part of Nepal. The proposed project aims to improve landscape-scale adaptation and disaster risk management through the following outputs: (i) climate-smart landscape management practices adopted and enhanced, (ii) climate-resilient rural livelihoods developed, (iii) integrated disaster risk reduction and climate change adaptation approaches such as nature-based solutions and green infrastructure solutions implemented, and (iv) capacities of local communities, regional and national decision-makers, and institutions on climate change adaptation and disaster risk reduction strengthened. The project will support both community-based adaptation and ecosystem-based adaptation approaches that comprise improved technical knowledge, direct engagement of communities, and integration with inclusive livelihood approaches. The proposed solutions will be transformational as they focus on a system-wide approach (landscape in this case); promote nature-based approaches, which are key for building systemic resilience; and focus on bottom-up processes, which would help empower the local government and community in resilience-building measures. ADB requires the services of a Climate Change Adaptation and Disaster Risk Reduction Project Development Specialist to work closely with the government of Nepal and development partners in developing the project and securing funding.

Scope of Work

The consultant will support the project team in preparing a project concept paper following ADB’s standard format, funding proposals (including GEF and other bilateral funding sources) and supporting documentation. The consultant will participate in online reconnaissance/consultation, and fact-finding missions and help the ADB team to prepare required documentation.

Detailed Tasks and/or Expected Output

1. Consult, coordinate and collaborate with government and development partners, and other stakeholders in project design and development 2. Review key documents, postings, and literature on climate change, disaster risk reduction, and landscape approach finance published globally 3. Support articulation of issues and problems and develop a problem tree including detailed analysis of climate and disaster risk and vulnerability in the western part of Nepal 4. Ensure that project design/development aligns well with planned ADB activities and investments in Nepal 5. Assist project team in preparation of the design and monitoring framework, concept paper and associated transactional technical assistance. This includes, but is not limited to: (i) project justification and problem analysis, (ii) proposed solutions, iii) impact and economic analysis, iv) implementation arrangements 6. Support project team in identifying an initial list of activities and preparing cost estimates 7. Assist project team in preparing funding proposals (GEF and other climate finance). This includes but is not limited to (i) relevance to proposed funds, ii) conformity with funds requirement, iii) required documentations 8. Support the project team in preparing a response to ADB’s internal and funding agencies’ reviews 9. Contribute to knowledge products and knowledge transfer activities related to the subject 10. Support ADB missions by contributing to aide memoirs and other outputs 11. Provide support/advice as may be requested by SAER from time to time

Minimum Qualification Requirements

The candidate should preferably hold a Master’s degree in natural/ water resources management, environmental science, climate change or equivalent, with 10 years of post-graduate experience in preparing, implementing and monitoring projects. Background on economic and financial analysis is required. He or she should be fully familiar with national natural resources policy and institutional framework. Experience in ADB or WB funded project development would be desirable.
