Responsibilities

Position may be filled at the GS-09 or GS-11 level. At the full performance GS-11 level, the incumbent serves as a Natural Resources Specialist.
-Serves as a team member for all program areas, which include natural resources management, visitor services, recreation management, concession management, and facility management and improvement to facilitate the planning, execution, coordination, and monitoring of projects at Lake Berryessa.
-Coordinates the development, design, and implementation of annual work plans and projects to protect, manage, and restore land and water resources, and provide for visitor health, safety, and enjoyment.
-Coordinates and facilitates land use planning, plan amendments, annual activity planning, and NEPA processes.
-Recommends mitigation measures and provides management with solutions to problems regarding the use, maintenance, and management of resources administered by the Lake Berryessa Recreation Resources Branch.
-Prepares and/or reviews environmental documents for completeness and consistency and recommends approvals.
-Tracks environmental commitments in NEPA and ESA documents.
-Supports new initiatives by gathering information on emerging best science; assessing roles, capability, and resource needs to complete projects; exchanging information between partners; developing policy and program direction; identifying potential participants among constituencies to assist with resource planning; and seeking opportunities for improving land and water management principles and practices through the application of adaptive management techniques.
-Represents Reclamation in an advisory capacity and participates in joint efforts, such as bioregional planning or other efforts that may affect Reclamation facilities, land, and water.
-Initiates requisitions for supplies and services. Serves as Contracting Officer's Technical Representative (COTR) on biological and resource management activities and requirements covered by contracts pertaining to the operation and maintenance of facilities under the jurisdiction of Lake Berryessa.
