What is the opportunity?

The Community Development Manager works under the direction of the Water Mission Uganda Country Director. In this position, the candidate is expected to develop a complete understanding and fully embrace the Mission and Vision of Water Mission. The Manager will support the development of appropriate WASH interventions, including all WASH service delivery models and solutions, while also providing support for the success of these models as well as support development of new models, as may be required.

Key Duties and Responsibilities

  • Develop a complete understanding of existing Water Mission WASH service delivery models
  • Provide leadership for the community development team in implementation, monitoring, and evaluation of programs
  • Provide insights, thoughts, and analysis of all aspects of Water Mission safe water solution implementation models
  • Meet with community and other leaders/persons to represent Water Mission/safe water solution interests
  • Work to analyze and resolve operational issues with safe water solutions, including the following:
    • Community leadership issues (including Safe Water Committee)
    • Financial tracking/performance to support meeting goals
    • System operational issues that may affect performance/sustainability
  • Provide and/or take part in presentations to represent Water Mission/safe water solution interests
  • Lead and/or support Community Development activities, including community assessments, establishing Safe Water Committees, health & hygiene training, micro-enterprise/financial sustainability, and evangelism/discipleship activities
  • Work closely with the leadership team to ensure overall program goals are met
  • Help to develop and maintain good relationships with government offices both national and local government
  • Support implementation of programs in other Water Mission country offices on needs basis
  • Develop Assessment Plans and Project Plans according to Water Mission standards
  • Provide scheduling, status, and other reports as directed
  • Take part in regular review and scheduling meetings
  • Help ensure that all aspects of Water Mission projects are implemented in accordance with Water Mission’s standards
  • Work to resolve problems in communities as regards to safe water projects
  • Report on projects including taking photographs and recording testimonials
  • Care and be accountable for equipment and materials
  • Work closely with the Administrative team to prepare professional reports for donors
  • Abide by the policies/requirements of the Code of Conduct and Employee Manual of the Water Mission country program in which working at the time
  • Work in a collaborative team environment to identify best practices in asset-based, church-centered community development within the context of rural water, sanitation, and hygiene programs
  • Assist in development of relevant models and materials which can be effectively communicated to Water Mission’s Country Programs, Affiliate Programs and implementing partners
  • Build technical and managerial capacity and monitor incorporation of relevant approaches in Water Mission’s Country Programs, Affiliate Programs and with implementing partners, recommending corrective actions where required
  • Ensure pilot projects are executed according to an agreed upon scope of work, schedule, and budget
  • Identify and engage in opportunities for collaboration with relevant sector experts

Minimum Education, Work Experience, and Skills

  • Personal and growing relationship with Jesus Christ
  • Alignment with Water Mission’s Statement of Faith and core values of Love, Excellence, and Integrity
  • Bachelor’s degree in community development, social work, education, or related field of study required (master’s degree or equivalent experience preferred)
  • International development and relief experience, especially in any East African country, of not less than 6 years
  • Experience leading and managing a team of professionals, minimum 1–2 years required
  • Project management experience
  • Written and verbal English language proficiency
  • Proficiency in Microsoft Desk Packages
  • Excellent verbal and written communications skills (English & either Luganda/Lusoga/Luo)
  • Driving permit with confidence to drive different vehicle types
  • Excellent interpersonal relations and able to work with local communities and the disadvantaged
