1.Background / Rationale:
Government of Bihar, in line with its good governance agenda (Sushasan Ke Karyakram), has made seven policy resolutions titled ‘Viksit Bihar keliye Saat Nishchay’, for inclusive development of the State. The resolution includes provision of safe drinking water to all the rural households through one tap house hold connection by 2020. Panchayati Raj Department (PRD) is implementing Mukhya Mantri Peyjal Nishchay Yojana in non-quality affected wards, whereas Public Health Engineering Department (PHED) is implementing the scheme in quality affected wards. The focus is on engaging communities through formation of Ward Infrastructure Management Committees (WIMC) and entrusting them with commissioning and O&M of the pipe water supply schemes.
Government of Bihar (GoB) is also implementing Lohiya Swachh Bihar Abhiyan (LSBA) with a vision of ‘Swachh Bihar’ to make rural Bihar Open Defecation Free (ODF) and clean by October 2019. LSBA has strong focus on collective behavior change towards ODF communities. LSBA marked a paradigm shift in the implementation strategy, i.e. moving away from traditional department led implementation to community led planning, implementation and operation & maintenance of sanitation services. It has achieved notable success in recent years with persistent efforts from the Government and development partners. It is now open defecation free and working towards sustaining open defecation free status with relevant programming in areas of ODF Sustainability (ODFS) & ODF+.
Besides, under the Swachh Bharat Swachh Vidyalaya (SBSV) Abhiyan, the State is looking to consolidate the progress in provision of infrastructure and move towards sustainable service provision in the areas of mass handwashing with soap and safe sanitation and hygiene behaviors among school children. Universalizing access to WASH facilities in all schools has been a long-standing shared commitment of BEPC and UNICEF.
State has recently launched the Jal-Jeewan-Hariyali Mission with the total allocation of Rs.24500 Crores for 5 years. This is an ambitious multi stakeholder program aimed at addressing issues of water conservation, ground water recharge, afforestation, agro reforms and alternate energy promotion, and making the State climate change resilient. UNICEF is committed to support effective roll out and implementation of the Jal-Jeewan-Hariyali Mission (JJHM).
With onset of second wave of Covid 19 pandemic situation, desired TA shall be extended to the concerned departments (BEPC, Health, PHED, PRD and RD) to firm up their responses with respect to availability of safe and sustainable WASH facilities/services to the Covid 19 affected population of the State.
2.Purpose of the Assignment:
It is with this background that the WASH and C4D clusters are seeking to engage a Consultant to support the government to achieve the behavioural objectives of sustaining ODF and moving towards ODF+. In addition, the government of Bihar has launched an ambitious programme to address climate change called Jan Jivan Hariyali in mission mode. The Consultant is expected to support the government in drawing up a Social and Behaviour Change strategy as a major component of this programme. The individual in the position of StateConsultant – Child Development and WASH, would be largely responsiblefor the implementation of the above-mentioned tasks.
The world is reeling under an unprecedented onslaught of corona virus at present. All regular programming has been suspended in order to address this important public health pandemic. UNICEF is supporting the government of Bihar in rolling out the Risk Communication and Community Mobilization (RCCE) plan to address this pandemic. Hence, in addition to the above mentioned tasks that are planned for the long term, the Consultant initially will also be expected to support the Rural Development Department and Jeevika in rolling out COVID-19 sensitive WASH programmes that include trainings, SBCC package designing and dissemination, community mobilization, setting up reporting and monitoring mechanisms and documenting results as part of the RCCE COVID 2019 response plan; till such time that the pandemic is resolved and response is no longer needed. The consultant will also be required to develop and roll out a communication package on the Safe School Protocol (SSP)
The position will continue in 2022 with added responsibilities as per the emerging requirement of the state.
