Humanitarian WASH Specialist
PURPOSE OF POSITION:
The Humanitarian WASH Specialist will provide a technical oversight of all WASH activities in international humanitarian settings and WV forums and be deployed to lead the WASH response in humanitarian settings.
- To provide specialist technical advice and input to the design, implementation and operation of water, sanitation and hygiene initiatives and practices in World Vision International humanitarian programs and responses, working with programs team and donors on funding opportunities.
- To provide technical leadership internally within World Vision and externally with the Global WASH Cluster and global networks in the assessment, design and implementation of water supply, sanitation and hygiene promotion activities in humanitarian contexts.
- To provide technical guidance and support to enable World Vision partnership offices to improve policy development and practice, generate robust field-testing and evaluations and influence water, sanitation and hygiene promotion programming, within Government and NGOs alike.
- To work with selected offices and partners to initiate and lead WASH initiative and innovation in specific humanitarian contexts.
- To position World Vision as a preferred partner and sector lead for donors and agencies in WASH.
- Provide sector leadership for timely and appropriate delivery of WASH activities. This will include the following:
- Ensure WASH is included in assessments to identify robust WASH response.
- Contribute to the design and implementation of WASH programs with programs and operations team and ensure monitoring frameworks are understood and effective in meeting needs of affected populations.
- Engagement with donors and other partners to ensure that World Vision is a viable partner.
- Management of the WASH staff and promote technical excellence and application of minimum standards including Sphere and ensure cross cutting themes are incorporated into design.
- Coordinate with other sectors to promote integrated programming in emergencies when possible.
- Strengthen the financial portfolio supporting WASH in early stages of emergency.
- Coordinate with finance in the design and management of budgets.
- Develop key messaging in emergencies for advocacy and media teams as related to WASH.
- Recruit and manage appropriately qualified local and expatriate staff to implement WASH programme.
- Participate in Operations team meetings and update the response on actions related to WASH.
- Represent World Vision at key coordination forums such as with WASH Cluster and/or national, local government and civil society planning meeting.
- Ensure that World Vision work and plans are included in all reports including 4Ws.
- Document and share lessons learned and experiences from deployment back to partnership and externally when relevant.
- Capacity building framework for WASH in emergencies and fragile contexts is part of the global WASH team strategy.
- Where required, WASH in emergencies competencies are identified and disseminated within WV.
- Facilitate WASH in emergencies training opportunities for relevant staff.
- Validate and support the Subject Matter Experts (SMEs) for WASH in emergencies to help build a cadre of competent deployable WASH staff.
- Through working with other sector staff across World Vision partnership. (This includes, health, nutrition, protection, child protection, education, livelihoods and economic development).
- Develop guidance notes and training materials as appropriate for National Offices in coordination with the Regional WASH Directors.
- Provide technical analysis and support in the development of research for best practiced WASH designs and applications to World Vision humanitarian projects.
- Through collaborating with other sector specialists to identify successful evidence based WASH programs meeting the needs of children and their families (eg. Urban, conflict, fragile contexts, etc…)
- Development of high quality reviews, analyses and reports and/or secondary research about the application of WASH initiatives and practices in programming in humanitarian settings.
- Through development of systems and reporting mechanisms for surveillance, field investigations, real time evaluation and post project evaluations to test the effectiveness and impact of WASH initiatives and practices.
- In collaboration with the World Vision WASH leadership team, development of specific tools and indicators to assist National offices for writing good WASH proposals.
Networking and Partnerships:
- Ensure the organization is effectively represented in key forums (Global and regional WASH clusters, UN and academic forum and other WASH related organizations e.g. WaterAid) and build and maintain these networks.
- Provide leadership in the WV partnership for WASH in emergencies within the Global Center Sustainable Health management team and actively participate on leadership meetings and represent Disaster Management issues.
- Participation in Global Forums to disseminate this information e.g. Global WASH cluster and Technical Working groups, international and regional conferences, Community of Practices (CoP) meetings, etc…
- Development of partnerships with organizations and agencies to fund and implement WASH in emergency programs.
- Development of partnerships with academic institutions.
- Development of partnerships with key operational agencies, private industry etc…to position World Vision’s work.
KNOWLEDGE, SKILLS & ABILITIES:
- Post graduate qualifications in Civil Engineering , Environmental Engineering, public health engineering and/or international development.
- Proven capacity to establish Water sanitation and hygiene programs in all stages of the emergency.
- Proven ability in programme design and management including assessments, reviewing and writing grants, and evaluation.
- Proven ability in capacity building including training.
- At least 8 years in international humanitarian response and development work.
- Ability to communicate cross-culturally and sensitive to other cultures.
- Understanding of donor requirements and completion of emergency response funding and grants proposals.
- Understanding and ability to set up contracts and review tenders.
- Understanding of the humanitarian architecture and the cluster system.
- Registration with national engineering or public health body.
- Effective in written and verbal communication in English with French, Spanish or Arabic an advantage.
- Excellent computer skills, including ability to use computer-based design and mapping software.
Preferred Skills, Knowledge and Experience:
- Detailed knowledge of current approaches to design and construction of small, medium and large scale community water and sanitation facilities in complex humanitarian emergency., with experience in assessing water, sanitation and hygiene promotion/public needs/actions in either a conflict/complex humanitarian emergency and fragile contexts.
- Knowledge of the theory and practice of hygiene promotion and the relationship between WASH design and disease transmission dynamics including child and maternal mortality. In particular, to demographic and major and minor population health morbidity and mortality, the aetiology of diarrhoeal disease, arboviruses infections and WASHs role in the management of chronic/acute malnutrition and HIV in disease management.
- Experience in managing diverse teams.
- Ability to manage multiple grants.
- Professional experience in using community engagement practices for the assessment, design and implementation monitoring and evaluation of water, sanitation and health promotion/hygiene projects/programs.
- Demonstrated experience in working closely within a team, collaboration, or group to analyse and implement WASH programs in local community settings.
- Demonstrated experience in professional writing on disease modelling, analysis of public health practice or management including sector analysis, problem –identification and problem-solving actions.
- Demonstrated experience of working with gender, diversity and inclusion.
- Experience preparing advocacy briefs and fundraising for WASH programs.
- Completed hostile environment or security training.
- The position requires ability and willingness to travel domestically and internationally up to 50% of the time. (Ability to be deployed up to 3 months at a time during an emergency)
- Ability to work and live in harsh situations with limited support and facilities and possible hostile environments.
