The Idaho Department of Environmental Quality (DEQ) is hiring a senior water quality engineer for our Twin Falls Regional Office. This position is responsible for reviewing drinking water and wastewater plans, preliminary engineering reports, facility plans, and maintaining the plans and specifications database. The position also serves as a senior member of the DEQ engineering peer review group and may provide rule and guidance development.

This position is established at the Technical Engineer 1 level and may be under filled at the Staff Engineer level. The Technical Engineer 1 level requires four years POST-Professional Engineer (P.E.) licensure; the Staff level requires P.E. licensure with no requirement of experience post-licensure. Upon successful completion of a training plan and when minimum qualifications for the Technical Engineer 1 level are met, the incumbent will be reclassified to a Technical Engineer 1 and compensated accordingly.

Example of Duties
- Review and approve drinking water and wastewater plans and specifications according to Idaho Code § 39-118 and Idaho regulations.
- Review engineering reports and facility plans and maintain the plans and specifications database.
- As a project officer, manage water and wastewater grants and state revolving fund (SRF) loan projects. In coordination with the State Office, develop the annual priority list for eligible projects and reviews plans and specification.
- Conduct public outreach/education sessions for potential loan recipients.
- Attend construction meetings and inspections; review and approve disbursement requests; and conduct construction and warranty inspections.
- Conduct compliance inspections at drinking water, wastewater, and construction sites and facilities. Conduct inspections of SRF construction projects and J.C. 39-118 violations.
- As a senior member of the DEQ engineering peer review group, may provide input on rule and guidance development.
Licensure: Licensed in Idaho as a Professional Engineer (PE), or eligibility for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12;
AND Valid Driver’s license.
Experience: coordinating with State and local government operations in one of the specific engineering specialties described below; evaluating engineering projects and making decisions relative to their merit; writing engineering reports and related correspondence; reviewing engineering analysis; making oral presentations to groups relative to the merits of engineering applications.
Specialty Minimum Qualifications (required for this position):
- DEQ 2883 Water Quality: Experience applying engineering principles in the following aspects of Water Quality Protection: PUBLIC DRINKING WATER (chemical treatment and stabilization of drinking water/groundwater, well design, well construction, and hydrogeology, treatment of surface water for public drinking water supplies;) MUNICIPAL & INDUSTRIAL WASTEWATER (physical, biological and chemical treatment of wastewater, facility planning grants, and state revolving fund construction loans;) SOLID WASTE (activities related to solid waste and biosolids management;) SURFACE & GROUNDWATER PROTECTION (permitting, permit certification, storm water and pretreatment, materials and standards, flow analyses, collection and distribution and cross connection control;)DRINKING WATER & WASTEWATER DISINFECTION AND DISINFECTION BY-PRODUCTS (disinfection of water and wastewater and wastewater by-products.) To meet this specialty you must have a combination of approximately four years of post licensure experience in at least two of the five areas listed.
- DEQ 5205 Negotiating/Mediating: Some positions require incumbents to negotiate or mediate disputes. Describe your background negotiating or mediating disputes between parties with conflicting goals and objectives. Include related training in this area (length of course, dates taken and a brief course description) as well as any related work experience. Typically gained by successful completion of college level course work covering negotiation and mediation (3 credit hours) OR Completion of a three-day course (approximately 20 hours in mediation or negotiation OR At least 6 months of experience where this was a frequent job requirement.
