Responsibilities

  • Provide senior-level technical expertise and guidance to all BLM Offices on surface-water monitoring, inventory, and assessment activities.
  • Serve on teams, review documents used to prepare land-use planning and land-use authorization documents required under the Federal Land Policy Management Act of 1976, the National Environmental Policy Act of 1969, and related legislation.
  • Use hydraulic models and statistical methods to quantify and assess streamflow discharge and watershed processes to support land-use planning efforts, water resource management activities, water-right adjudications, and other activities.
  • Develop and deliver training courses on surface-water hydraulics and watershed management concepts with the BLM National Training Center or other sources.
  • Represent the BLM on interagency committees, working groups, or councils that advance surface-water or watershed management activities; develop and maintain working relationships with academic institutions, partner organizations, and interest groups.

Travel Required: Occasional travel – You may be expected to travel for this position.

Qualifications

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Using established field methods and protocols to collect data used to monitor streams and rivers; Using hydrologic models or related mathematical approaches to quantify and assess streamflow discharge; Applying established methods and protocols to assess watershed management issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Work Environment: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both settings may require the use of personal protective equipment. Safety precautions and protocols are observed at all times and the scientist complies with safety instructions and regulations and ensures individual and others’ safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor. The work involves regular and recurring exposure to moderate risks, discomforts, and unpleasantness such as: high noise levels, infectious materials, or toxic or irritating chemicals; travel in safety approved small aircraft and water craft; high winds and low or high temperatures; infestation of dangerous reptiles or poisonous plants, snakes, or insects; adverse weather conditions; noxious fumes; flammable liquids; or radiation. The work involves performing tasks in close proximity to rotating heavy mechanical and electrical machinery and may involve working within confined spaces for extensive periods of time. Special safety precautions such as protective clothing and gear are necessary. Safety precautions and protocols are observed at all times and the scientist complies with safety instructions and regulations and ensures individual and others’ safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.

Education

This position has a positive education requirement which requires that you have a Bachelor’s degree in physical or natural science; or engineering that included 30 semester hours in courses such as hydrology, physical science, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography or the management or conservation of water resources AND 6 semester hours in calculus (both differential and integral) AND 6 semester hours in physics.

OR

A combination of education and experience that includes the coursework shown above plus appropriate experience such as field or laboratory work requiring application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics or civil engineering to make observations, take samples, operate instruments, assemble, analyze and interpret data and report findings orally and in writing.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for “substantially all” of the increased tax liability resulting from the “2018 Tax Cuts and Jobs Act” for certain eligible individuals.
