The Eastern Nile Technical Regional Office ENTRO has received financing from the World Bank toward the cost of the Nile Cooperation for Climate Resilience Projects (NCCR) and intends to apply part of the proceeds for individual consulting services.

The consulting services (“the Services”) is to enhance flood forecast models for the EN region, joint development of Basin-wide drought forecast models, information dissemination platforms and capacity building for flood risk mitigation investment planning. The work implemented by ENTRO and supported under this component will include: (i)enhancement of riverine Flood Forecast and Early Warning (FFEW) System for the EN region; and (ii) development and operationalization of a Basin-wide drought monitor. These tools will be developed with the aim of enhancing the robustness of existing models and expanding the geographical coverage. The drought forecast model will leverage the prototype seasonal drought forecast tool developed under NCORE with the aim of scaling up the model to establish a Basin-wide drought monitor. ENTRO will work with NBD to conduct a stakeholder mapping exercise and formulate a stakeholder engagement strategy for these products to enhance the usability of the flood and drought risk mitigation tools.

The position will be the ENTRO’s headquarters in Addis Ababa, Ethiopia. The duration of services initially 12 months to be renewed for additional 24 months based on satisfactory performance.

The Eastern Nile Technical Regional Office (ENTRO) now invites eligible Individual Consults (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: information indicating their professional capability and experience to perform the services ;( qualification, description of similar assignments, relevant work experience in similar conditions, availability of appropriate skills and Language proficiency). The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020, setting forth the World Bank’s policy on conflict of interest.
