Job Description

Generic responsibilities:

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  • Ensure adherence with NRC policies, tools, handbooks and guidelines.
  • Implement delegated WASH project portfolio according to plan of action and implementation Plan. Prepare project activity plans-detailed implementation plans, procurement plans and activity schedules.
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents related to the project and programme.
  • Ensure that projects target beneficiaries most in need, and explore and asses’ new and better ways to assist. Supervise and monitor the beneficiary selection for WASH related activities and ensuring that it is compliant with the Country strategy and NRC’s Mandate.
  • Promote and share ideas for technical improvement with the CC specialists and other NRC colleagues.
  • Facilitate in community meetings and support community mobilization; communicate with leaders, Sheiks, Akils and Imams on key community interventions
  • Coordinate and collaborate with Governorate, District and other governance structures at community level for communication and intervention clarity.
  • Facilitate/train community volunteers on WASH Approaches.
  • Coordinate/share plans with the cluster partners, NGOs/INGOs/UN agencies and Govt Line agencies to avoid any duplication of project activities or service provision.

Specific responsibilities:

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Help plan and carry out needs assessments, baseline studies and surveys, and provide feedback on the findings from the various project stakeholders.
  • Coordinate/share plans with the cluster partners, NGOs/INGOs/UN agencies and Govt Line agencies to avoid any duplication of project activities or service provision.
  • Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the Education and Food Security sectors.
  • Preparation of reports, supervise data collection within beneficiary communities to ensure impartiality and clarity of information collected.

Critical interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: CC Coordinator
  • Area operations: Support Coordinators
  • Staff capacity building: CC Coordinator, Area Manager
  • Implementation: CC Coordinator

Scale and scope of position:

Staff:

Numbers and titles of staff directly managed by the post holder, and numbers of staff and daily workers/incentive staff responsible for overall in the unit (e.g. X education assistants, XX staff in total)

Stakeholders:

Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies)

Budgets:

List of budgets covered by post holder, and size of budget

Information:

Brief description of the information resources the post holder is responsible for at CO level (e.g. GORS, Agresso, Webcruiter, Intranet)

Legal or compliance:

Brief description of any legal or compliance responsibility the post holder has (term of employment, vendors, donors)

Competencies:  

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good knowledge of English

Context/ Specific skills, knowledge and experience:

  • Bachelor’s Degree in Civil Engineering,
  • At least 2 years of working experience with the communities and INGOs.
  • Technical experience in WASH and construction fields.
  • Proven ability to use MS Office software (especially Word and Excel) and competent in email communication with MS Outlook or Other related software.
  • Proven ability to use engineering software such as AutoCAD, and other related software.
  • Elementary knowledge on budgeting and accounting.
  • Good understanding of common hygiene promotion and sanitation approaches.
  • Knowledge and understanding of sphere and Sphere standards.
