Global Communities seeks an experienced Chief of Party/WASH Governance Specialist for the anticipated USAID IWASH Activity. This five-year $16 million activity will address persistent challenges in the safe drinking water, sanitation and hygiene (WASH) and water resources management (WRM) sectors that result in increasing the equitable availability and sustainable management of safe water and sanitation for the underserved and most vulnerable. 


The Capacity Building Specialist, Guatemala Integrating WASH (IWASH) will be responsible for the increasing building the capacity of a wide variety of WASH stakeholders in WASH service delivery and water resource management (WRM) particularly in underserved and rural areas of Guatemala. 

The Capacity Building Specialist will provide activities that contribute to a professionalized WASH and WRM workforce and provide opportunities for relevant employers, employees and trainees.  H/S will

  • Facilitate needs assessment, identify priorities, and support the development of capacity improvement plans that increase organizational readiness and improve service delivery for partners engaged in water service provision and sanitation activities. Content may include subjects such as financial management, human resources, planning, data collection and management, and other operations areas
  • Coordinate, ensure, track and monitor targeted technical support to partners in alignment with capacity improvement plans, including identifying training opportunities and technical experts, resources and activities that support the delivery of high-quality capacity building services
  • Support the development of municipal WASH development plans
  • Improve professional capacity in remote rural areas
  • Partner with private sector service providers and increase the confidence of employers by training a more professional workforce
  • Through capacity building and increased access to technical / vocational training, improve employment opportunities for indigenous women and youth in the WASH and WRM sector
  • Improve WASH employment opportunities for indigenous women and youth and other vulnerable populations 


  • Education:  Advanced degree in a related field of study (instructional design, workforce development, training or similar) is preferred.  A bachelor’s degree is required.
  • Ten years of professional experience, with progressively increasing responsibilities and duties in the areas of workforce development, organizational development, vocational training, management development training etc.
  • Experience working with in business or services related to WASH, WRM or other service providers is preferred.
  • Experience with USAID-funded projects, ideally having served in a technical or operational role in a USAID- funded WASH and WRM project, ideally with demonstrated experience establishing, institutionalizing, maintaining and adapting/improving systems and or services. 
  • Experience with technology platforms/solutions and web-based systems highly preferred.
  • Demonstrated experience facilitating trainings and workshops
  • Demonstrated commitment to participatory, strength-/asset-based and partnership-based capacity strengthening approaches and methodologies.
  • Experience in assessing organizational capacity and providing capacity-building activities.
  • Management/supervisory experience is required.
  • Evidence of strong communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
  • Professional Spanish required.  Conversational English is preferred.
