The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is looking to hire a Supervising Environmental Analyst within the Water Planning and Management Division (WPMD) of the Bureau of Water Protection & Land Reuse (WPLR).

The Water Planning and Management Division (WPMD) mission is to monitor, assess, and restore the water quality of Connecticut streams, rivers, and lakes and provide adequate instream water quantity for current and future generations. Programs revolve around state and federal programs for water quality and water quantity in our streams, rivers, lakes, and the Long Island Sound and its embayments.
Connecticut has over 6,000 miles of streams and rivers and over 2,000 lakes and reservoirs, as well as 600 square miles of estuarine water in Long Island Sound. Monitoring and assessing these precious resources is one of DEEP’s most critical missions. This position is essential to meeting federal Clean Water Act requirements. The ultimate goal is to provide fishable, swimmable waters throughout the state for the use and enjoyment of all Connecticut citizens. JOB DETAILSThe EP Supervising Environmental Analyst will be responsible for supervising the Monitoring Program. This program conducts the state’s water quality monitoring and assessment and coordinates monitoring activities to meet other State Program and Federal Clean Water Act monitoring and assessment requirements. Duties will include:
1) Day to day supervision, including scheduling of assignments, training staff, and conducting performance evaluations; management of remote field facility located in Windsor, CT
2) Technical oversight of staff and tasks related to monitoring programs, including:
- Biological community monitoring and surveys (statewide probabilistic and fixed biological monitoring of rivers and streams and other water bodies);
- Coordinating with U.S. Geological Survey monitoring of streams for ambient chemical and physical water quality parameters;
- Tissue contaminant monitoring and surveys (conducted regularly and in response to acute pollution conditions, such as spills);
- Lake eutrophication monitoring and assessments (probabilistic surveys to determine trophic conditions and trends in lakes and reservoirs, and development of management actions);
- Indicator bacteria monitoring and surveys (to assess safe swimming conditions, and track down surveys in collaborative efforts with Total Maximum Daily Load management programs and local watershed groups);
- Ambient Long Island Sound water quality monitoring (for nutrients and eutrophication indicators and probabilistic surveys of chemical, physical and biological parameters); and
- Data management, statistical evaluation, analysis and report writing related to these monitoring programs.
3) Oversee biennial assessments and reporting of conditions and trends in Connecticut surface waters as required by the Clean Water Act Sections 305(b) and 303(d);
4) Assist the Division Director and Assistant Director in formulating program goals, objectives and prioritize budgets to enhance water monitoring and management in CT. Emphasis will be placed on reducing impairments to water quality and quantity while protecting high quality resources, identifying emerging issues and trends, and protecting the public health;
5) Develop implementation plans for achieving state and federal water quality goals and objectives utilizing innovative approaches as appropriate;
6) Build and provide the mentorship necessary to develop and expand Monitoring Program staff capacity at all levels, with a focus on succession planning; and
7) Represent Connecticut at the regional and national meetings on water quality and water quality monitoring and assessment matters.
The job is centrally located at our downtown Hartford office, 79 Elm Street, across from historic Bushnell Park. This is a full-time, thirty-five (35) hours per week position. Schedule is Monday-Friday from 8:00am-5:00pm (flexible). This position also supervises field activities out of the Water Lab in Windsor, CT.

MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE
Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
MINIMUM QUALIFICATIONS – SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in an advanced working/working lead level capacity.
Note: For State Employees this is interpreted at the level of Environmental Analyst 3.
MINIMUM QUALIFICATIONS – SUBSTITUTIONS ALLOWED
1. College training in a scientific or technical discipline related to the environmental field, including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
2. A Master’s degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
Note: Education may only be substituted for a total of five (5) years.
- Experience implementing complex water quality monitoring and assessment programs
- Experience developing and implementing innovative approaches and programs for monitoring and assessing environmental problems and proposing management solutions
- Experience effectively communicating technical information in a clear and concise manner with the regulated community, state and federal agencies, non-governmental organizations and the general public
- Experience developing and budgeting complex biological and chemical monitoring and assessment programs;
